Challenge of Improved Communication • Problem Statement: • One of the NPB’s biggest ongoing challenges is communicating the importance of packaging, handling, storage, and transportability issues; and their impact on all aspects of total ownership costs to Navy and Marine Corps decision makers, resource sponsors, and other stakeholders. • Often the NPB reacts to PHS&T “problems” created by stakeholders who did not involve the NPB in solutions that were implemented with a direct impact on NPB chartered areas of interest.

Challenge of Improved Communication • Recommended Solutions • Formalize communication with Resource Sponsor (N41) • Newsletter (wide e-mail distribution to stakeholders) • Good example: “NLI-Newsgram” • Website • Social Networking • Through improved visibility; strive to obtain “top cover” and increased advocacy for NPB initiatives from OPNAV N41

Challenge of Demonstrating Positive ROI • Problem Statement: • Decision makers and resource sponsors require evidence of a positive return on investment to motivate action on: • Policy document revisions • Advocacy of NPB initiatives • Routine ongoing funding through POM process • Resources for NPB recommended solutions

Challenge of Demonstrating Positive ROI • Recommended Solutions: • Take a Systems Integration Approach • Ensure that the vertical documentation/authority for NPB actions/recommendations is communicated • Ensure that the horizontal impacts on total ownership costs of PHS&T policy changes/initiatives are understood, communicated, and wherever possible quantified • Process mapping • Metrics development • Data collection/reporting

Challenge of Implementing and Exercising Technical Warrant Authority • Problem Statement: • NAVICP Code 077 is the Technical Warrant Authority Holder for all Naval non-ordnance packaging issues • Stakeholder awareness of Code 077 Tech Warrant • Training requirements • Qualification/approval for delegation of authority • Two-way communication with stakeholders • “Institutionalize” the Code 077 role

Challenge of Implementing and Exercising Technical Warrant Authority • Recommended Solutions: • Code 077 should use the NPB membership as a resource to: • Communicate the Technical Warrant Authority to Naval Stakeholder organizations • Assist in the development/communication of training requirements • Have visibility of qualification/approval of delegated authority in their stakeholder organizations • Facilitate two-way communication with Code 077 on issues requiring review and action by the Naval Technical Warrant Authority holder • Consider more effective title or name for the PHS&T Tech Authority to better communicate the PHS&T role
