  2. Background • Geographic S. Korea is located in crossroads of east north Asia, connecting the China and Japan. Total area is 98,480 sq km and total population is 48 M. • Economic GDP: $925 B (2004), GDP - per capita:$19,200 (2004) ICT/GDP: 14%, Construction/GDP: 17% • Regulatory Strong government lead: MIC (Ministry of Information & Communication) • Community 9 provinces and 7 metropolitan cities:Kyonggi, S&N Choogchung, S&N Kyongsang, S&N Cholla, Kangwon, cheju; Seoul, Incheon, Taejon, Taegu, Pusan, Kwangju, Ulsan • IT readiness S. Korea is the world's most wired nation with 35 M mobile phone subscribers . Many households have broadband internet speeds of 20 Mbps or higher.

Project History • u-City(ubiquitous ICT city) is the "Korea's 21C ICT mediated City", in which advanced ICT infra and ubiquitous information services are intrageted into the city space providing high convience and quility for everyday city life, highly secured and well managed city environment, and creation of new business. • The u-City Forum is a non-profit organization founded in May. 2005, fostering the u-City proliferation project as a Korea’s future economic growth strategy. • The major members of the forum are cental & local government including MIC, MCT, Incheon, Kyonggi-Do, city developers such as the Korea Land Corp. and Korea Housing Corp., and high-tech heavyweights such as KT, SKT, Samsung, LG.

The main mission of the u-City Forum is to concentrate the full effort of allied industry, government and civil experts for the development of u-City application service models, related technology, and research for related regulations. The objectives of the u-City are creating ICT converged construction industries and securing the growth phase of ICT industry by maximizing the synergy effect between the world top level ICT infrastructure and the most active city construction industry in Korea. Business Model:Busan • Busan, the nation's largest port city, will emerge as the world's first city with an ubiquitous wireless network by launching the mega project over the next 5 years • To make as a logistics hub of Northeast Asia, it is to build a "u-Port" in Busan harbor: providing cargo information in real time utilizing RFID technology • u-Trafic : trafic, tourism and geography information • Public (Busan City) - Private (KT) partnership

Project Economics • Cost structure: Private sector (e.g. KT) provide the initial broadband network cost, with zero capital commitment from the public sector(e.g. korea land corporation) on a long term contract basis for providing services. • Investment Sources/ Funding Sources Sangam: total $0.4 B from Seoul City and other public and private investment Songdo: total $1 B from the NSC + LG CNS Busan: total $1 B from Busan City + KT + other private investment • Revenue Source/ Return on Investment advanced real estate selling operatioanl income for commercial building information service charges
