ROI Synopsis – Category 5 FGDC 2010 CAP • Fund financial case studies of a spatial infrastructure projects that have multi-organization participants • Many of the benefits of Geospatial Information Technology (GIT) partnerships accrue to the community as a whole • Difficult to quantify on an agency-by-agency basis. • GIT partners need to collaborate in the development of financial business case related to their cooperative project
Category 5: Return on Investment (ROI) Methodology and Business Case Development for Multi-agency NSDI Projects • Two awards up to $50,000 each • Recipient matching 50% of the award with funding or in-kind services • Eligibility • State, regional, local and Tribal governments, academia, non governmental organizations, utilities, the private sector or existing statewide coordinating councils • Multi-agency financial analysis is expected as a deliverable • Coordinated multi-sector responses are encouraged. • POC: Milo Robinson [mrobinson@fgdc.gov] • Deadline: No Later Than January 7, 2010 @ 2PM EDT

Iowa Geographic Information Council Business case focused on bringing Iowa’s 99 counties to a common GIS standard Detailed training in ROI analysis provided to participants Participants completed individual case studies for their organization Result was a multi-agency analysis showing: NPV = $271M Breakeven point: 2010 ROI = 24.21% Payback period: 2 years Business case brought in $650K funding for statewide geocoding and stimulated development of county GIS programs USGS provided funding for a follow-on project for emergency response analysis of 2008 Iowa flooding

Project Narrative • Proposal Summary (0 points but mandatory) • Project Scope (35 points) • Commitment to Effort (25 points) • Skills & Capabilities (20 points) • Organizational & Managerial Capacity (25 points) • Budget Breakdown (maximum 5 points) Suggestions: • Focus on quality narrative • Be clear and concise • Include signed letters of support from collaborators
Documents and Forms to Submit • Required to Submit Electronically! • www.grants.gov • Get Registered in Advance! • Recommend pre-register ASAP • Ensure you are authorized by Agency to submit • It is nearly impossible to begin the process of electronic submission for the first time if you start just a few days before the due date! • Tip: Set an internal NLT deadline of 12/31/09 rather than 1/7/10! • Standard Form 424 for Federal Assistance • Complete guidance on FGDC website • www.fgdc.gov
Eligibility for more than one submission • Organizations may submit proposals for more than one category if the applicant meets eligibility requirements. However, a complete and separate application package is required for each category submission.
