IEEE Conformity Assessment Program (ICAP) • Standard Development Organizations (SDOs) including the IEEE are focused on the development of standards for industry or technology • Once established, SDOs periodically review and update the standard based on industry • Publication and sale of standard is typically the end of SDO involvement • Application and usage becomes a business decision of the end user community • Conformity assessment is the accepted way of demonstrating that a product adheres to a standard • These assessments may take various forms based on business needs, ranging from self-declaration of conformance to independent third party verification of conformance • Demand drivers are needed for a successful program to be realized • Regulatory Mandates • Vendors wishing to demonstrate compliance, Service Providers (or large purchasers) demanding a certification in order to procure IEEE Conformity Assessment Program
ICAP Completes the IEEE-SA Business/Standards Lifecycle ICAP is a Program of IEEE-ISTO Supported by IEEE-SA

Understanding Conformity Assessment • What is Conformity Assessment? • Conformity Assessment is defined as the process or processes that are used to demonstrate that a product or service meets specified requirements (set forth in Standards, Test Plans, etc.) • Conformity Assessment • Provides assurance and confidence a product or service meets requirements • Empowers the user to make better purchasing decisions • Benefits the supplier as products may gain market acceptance • Conformity Assessment Activities Include: • Conformance, Interoperability, Inspection, Accreditation • “Catch-all” term to address range of test-related activities
Types of Conformity Assessment • 1st Party / Suppliers Declaration of Conformity (SDOC) • Self Declaration ; Companies conduct their own testing • 2nd Party Conformity Assessment • Conformity assessment conducted by the end purchaser of products (e.g., Service Providers) to ensure purchased products are deemed compliant • 3rd Party Conformity Assessment • Conformity assessment being determined by an independent body. Related International Standards • Accreditation Bodies – ISO/IEC 17011 • Certification Bodies - ISO/IEC 17065 • Test Labs – ISO/IEC 17025
ICAP Business Models Working Group Certification Process • IEEE Std. completed • Test Specification submitted to ICAP • ICAP distributes test spec to selected labs • Vendor submits equipment to one of the selected labs for testing • Lab submits testreport to ICAP • ICAP issues acertificate, grants logousage rights, and adds deviceto a registry Piscataway, NJ *** IEEE Confidential *** 14
Certification Program Development Timeline Standard – > Test Specs - > Program Launch 9 months – 2 Years 6 months – 1 Year 6 months+
Vendor and Utility Benefits Successful Certification Program will deliver value and benefits to Smart Grid ecosystem: Utility Benefits • Ability to leverage a common, shared resource for certification and testing. • Expanded base of compliant suppliers. • Interoperability to minimize risks of deployment choices. Vendors • Expanded potential national and global market • Reduced burden for utility required testing.
IEEE 1588 Telecom Certification Program Launch Update • Program launched during ISPCS, 24-27 September 2013 in Lemgo, Germany • Certified products will be announced sometime in Q2 2014 • Working with IEEE Marketing to announce first-ever IEEE Certified products *** IEEE-ISTO and IEEE-SA Confidential ***
Programs Under Active Development • SIEPON (IEEE 1904.1) • Target program launch Q4’14 • Standard approved - June 2013 • Press Release issued on formation of SIEPON CASG – July 2013 • Synchrophasor (IEEE C37.118) • Target program launch Q3’14 • Press Release issued on formation of SCASC – June2013 • Final draft of Test Plan in progress • IEEE 1588 Power (IEEE C37.238) • Target program launch 1H 2015 • Draft Test Plan under review by WG – target completion by Q3’14 • Camera Phone Image Quality (CPIQ – IEEE P1858) • Target program launch 1H 2015 • Agreement to form CPIQ Conformity Assessment Steering Committee (CASC) *** IEEE-ISTO and IEEE-SA Confidential ***
Conformity Certification Deliverables Certificate • Four deliverables awarded to successful equipment vendors • Designed to promote certification in product sheets, presentations, websites, press releases, product launches • Allows vendors to respond to Service Providers RFPs with certified compliant products • Provides utilities and end-buyers with a high level of confidence when selecting certified products 1588 Certification Official statement of certification, serves as proof of compliance Certified Logo Instant recognition of certified companies and products Test Report Full description of test parameters, procedures and results Certification Registry On-line listing of certified companies and products
Certification Mark Defined • A certification mark is any word, phrase, symbol or design, or a combination thereof owned by one party who certifies the goods and services of others when they meet certain standards. The owner of the mark exercises control over the use of the mark; however, because the sole purpose of a certification mark is to indicate that certain standards have been met, use of the mark is by others.
Next Steps • Formation of NPEC Conformity Assessment Steering Committee • Derivation of P&Ps for Steering Committee • Nomination and selection of Chair & Vice-Chair • IEEE-SA Conformity Fostering staff to act as executive secretary for committee • NPEC-CASC Workspace access to be bestowed after application is processed • Derive a strawman certification approach for Class 1E devices • Initial limitation to define qualification methodology of testing laboratories
Role of NPEC CASC • Formation of Committee of Experts) • Composed of notable experts in the field including: • Previous/Existing Members of WG • Early implementers from vendor community • Early adopters from service provider community • Experts in the field of testing • Researchers from Academia • Major responsibilities may include • Assist in development of certification program • Create a Test Specification for Product (e.g. Class 1E devices) Testing • Determine compliance levels • Act as advisors on test methods and interpretation of standards • Test Lab Requirements/Audits • Test Tool Validation • Validate Test Report template
