This report provides the stop and search statistics for Birmingham South LPU from July to September 2015, including outcomes, powers used, and ethnicity of individuals stopped. Case studies of repeat stop and search incidents are also included.

Ethnicity Since the last Scrutiny Panel Meeting (on 13 July), 220 people have been stopped on Birmingham South LPU: 137 White; 37 Black; 23 Asian; 23 Mixed Heritage (13/09/15)
Repeat Stop & Search • In August, we identified 4 individuals who had been stopped and searched on more than one occasion since February 2015. • Of the searches carried out on those above, 5 out of 9 resulted in a positive outcome – or 56%. • Of all Birmingham South searches carried out in the same period, 175 of 730 resulted in a positive outcome – or 24%.
Male A, aged 18 years, Mixed Heritage Stopped and Searched on 3 occasions On 2 occasions, Male A was present in a vehicle that made off from officers, and when found either he or the vehicle smelt of cannabis. On the other occasion he went to Cash Converters and attempted to sell a mobile phone that had been stolen in a recent burglary. He was arrested on 2 of the 3 searches, the other was NFA. He has previously been arrested for Assault and failing to attend court.
Male B, aged 15 years, Black African Stopped and searched on 2 occasions. On one occasion he was seen by officers to be pushing a moped and claimed not to know the details of the owner, he received a Community Resolution for TOMV On the other occasion he ran from officers in the early hours. The officers were responding to a report of black males acting suspiciously and trying car doors, the result of this search was NFA. Since being stopped & searched he has been arrested for shoplifting twice.
Male C, aged 22 years, Asian Stopped and Searched on 2 occasions On both occasions, Male C was found with others in circumstances that led officers to believe he was involved with drugs. He smelt of cannabis on one occasion and was seen to be in possession of a large amount of cash in the other. On both occasions he was arrested. He has previously been arrested for Wounding and for possession of drugs.
Male D, aged 32 years, White British Stopped and searched on 2 occasions On both occasions he was an in-patient at the QE Hospital and staff contacted the Police to report that Male D had been handed an unknown substance by another person. He was known to be a heroin user. The result of both searches was NFA. He has 11 previous arrests for predominantly theft-related offences.
Request for more information to support grounds. Update from Officer: “Log 2506 of 22/05/2015 refers, they were in the vicinity of the break, out of breath and could not explain why they were in the locality”
Request for more information to support grounds. Why was the officer there? Update from officer: “The male’s pupils were dilated and his demeanour was hyper. He gave details very happily, and only he emptied his pockets, and patted himself down. The hallway was full of smoked smoke also, so we’d just walked into the last puff which surrounded the two males. (The log we had was an ASB log from a local caller, initially reporting youths on the stairwell causing a nuisance, it was only because of the very strong smell and the demeanour of the subject that he was street searched).
Request confirmation of knife recovery recorded as an outcome. Three people were searched from the vehicle. This was a Birmingham West & Central incident that spilled over onto Birmingham South. Our officers were on patrol and came across the situation and assisted on the basis of what the BW officers told them. The knife was recovered by BW officers from the vehicle.
Request for more information to support grounds. • Update from Office: • There was recent intelligence on the vehicle, linking it to local drug dealing. • The occupants appeared nervous and on being spoken to, shouted to each other and down a mobile phone in a foreign language. • The driver had 2 mobile phones. • A large amount of cash was seen inside the vehicle, and more was found on the subject. • One of the occupants ran away. • A considerable amount of drugs were found in the vehicle on the search being carried out. • Male C
Request for more information to support grounds. Update from officer: “Persons were pushing a motor bike, with the number plate disguised, subject approached the persons and officers as the incident progressed, he spoke with the persons pushing the motor bike then got in a vehicle and drove off”.

Update from Officer: “I can’t give the reason for the stop as I was assisting traffic who had already stopped the vehicle and were asking for assistance. Upon my arrival I spoke with the front seat passenger where I could then smell cannabis hence the s.23 PACE search of him and the vehicle.”
