Fitzgerald Report (2007). Nov. 2006, John Fitzgerald - to lead an initiative to address social exclusion, crime & disorder in Limerick City. • Intensive Policing Arrangements; • Structures for Regeneration (Ministerial Order SI 275/276/2007); • Teams to address Social, Educational & Family Problems; • Improve Access & Infrastructure; • Attract Inward Investment; • Prioritize State interventions & create incentives for development (Regional Aid Guidelines 2007-2013); • Address the issue of Drugs; • Regenerate Housing Stock; • Develop the Region.
Areas for Regeneration • Moyross [12 estates]. • O’Malley Park and Keyes Park, Southill. • Kincora Park and Carew Park, Southill. • Ballinacurra Weston [Clarina, Crecora & Beechgrove, Lenihan Ave. Section of Hyde Ave. & Hyde Road]. • St. Mary’s Park. • Multiplier effect – Limerick City & Region.
Work of Regeneration • September 2007 – consultation with stakeholders. • Launch of Vision Document – ‘Our Vision, Our Community, Our Future’ (Jan., 2008). • Consultation for Launch of Master Plan (Oct., 2008). • Endorsement from Board of Directors, Residents, Limerick City Council, Cabinet Committee on Social Inclusion. • Implementation Phase 2009 c. 10 -15 year completion period.
Regeneration Agency - Not a Funding Body • Regeneration Programme- Social & Economic led. • Regeneration Agency’s Role - Catalyst for change. • Regeneration Agency’s Work - An Integration Agency. Master Plan (Oct. 28th, 2008) SOCIAL / ECONOMIC / PHYSICAL: • People- Health, Education, Children, Youth & Family Support; Play, Sports Arts & Culture. • Work - Employment, Training, Enterprise. • Place - Housing, Facilities & Infrastructural Development.
Education THE Problem(s). • Low pupil no.s in many regeneration area schools. • Low levels of literacy & ed. attainment at primary level. • Poor attainment levels in secondary. • Poor retention and participation rates in regeneration area schools. • Early School Leaving a problem In regeneration areas – c. 17.9% State, Limerick 22.2% [HIA Report, 2008]. • High % of Adults with functional literacy difficulties. • Limited uptake at FE & HE Ed. Levels from Regeneration Areas.
Conclusions • Outcomes for education unsatisfactory. • Many failingor being failed by education in Limerick City. • While the focus of intense policy & investment, educational disadvantage in its various forms, remains a difficult and deep-rooted problemin parts of Limerick City, i.e. Regeneration areas.
Regeneration & Education • A Manager of Education - to lead educational change in Limerick. • Quality Early Years Education & After-School provision for regeneration areas. • Development of an Early School Leaving strategy for the City. • A more comprehensive system of SEN support ‘as required’. • Access in schools to needs based counselling & therapeutic supports. • Early Warning & Needs Support System: [LANS]. • Education Infrastructure: Fast track school builds: School Accommodation Commission. • Support the development of Community, Adult Education programmes & facilities.
UL, MIC, LIT, CLVEC - to promote greater pathways &progression to HE & FE. • Digital Inclusion: Promotion of new technologies to address social exclusion. • Radical re-thinking – to enhance Education & learning in Limerick [not all about resources but doing business differently]. • Joined up thinking between Dept’s., Agencies & Providers. for the strategic planning & coordination of education resources & services.
