Partnership with DAU • Co-located January 26, 2005 • Leveraging infrastructure • Developing common career development & performance tools • Common competencies • Common training for contracting personnel • Federal Contracting Certification Program managed by FAI • Coordinated PM Certification Program

  6. Goals • Better training • Skills currency • Mission-focus • Better tools, performance support • Fuller involvement of the acquisition team • Structured career growth • Greater mobility, more opportunities • Better management information, use of resources

Acquisition Workforce Training Fund (AWTF) • Established by the Services Acquisition Reform Act (SARA) of 2003 • Purpose: To ensure the federal acquisition workforce • Adapts to fundamental changes in the nature of federal acquisition • Acquires new skills & perspectives to contribute effectively in the changing environment • GSA & OMB memos to agencies issued July 04 • Current balance $8.5 M

Current Training Initiatives • Partnering with DAU on • Revision of CON curriculum • CON110 Mission Support Planning (Oct 04) • CON111 Mission Strategy Execution (Nov 04) • CON112 Mission Performance Assessment (Dec 04) • CON120 Mission Focused Contracting (Jan 05) • CON Level 2 during FY2005 • Services acquisition course • Updated COR/COTR training • Training on FAR updates

  9. Upcoming Training Initiatives • Share In Savings training • Performance Based Service Acquisition • Earned Value Management System training • Training on small business issues (CON 260) • CON 353 for civilian agencies • Training for non-contracting personnel • Refresher training

  10. Other AWTF Initiatives • Migration to e-training platform • Definition and application of measures of training effectiveness • Identifying project/program management training • Identifying emerging training needs

  12. PM Certification Program • A credential to establish qualifications • Components & goals – same as previous • Will set a basic level of qualification to avoid conflict with other professional certification programs • Issues • Defining & identifying members

ACMIS • Acquisition workforce management tool • Tracks acquisition workforce training and education qualifications, warrant levels, and other information • Information and reports available to agency managers • Coordinating with OPM e-gov initiatives • Proposed to become mandatory • Contracting personnel records input by Oct 2006 • Program & project managers by April 2007 • www.fai.gov or www.acmis.gov
