Objectives for CY2004 Primary Objectives: • Develop a National Plan to guide agency policy and investments to transform air transportation. • Build a framework for government – industry partnership to facilitate actualization. • Coordinate our activities with international aviation communities, and establish working relationships on shared transformation strategies.
Objectives for CY2004 (Continued) Secondary Objectives: • Establish a repeatable and sustainable national planning and decision-making process, with a Senior Policy Committee that routinely reaches decisions. • Coordinate across government programs (schedule, roles, budgets) for air transportation transformation. • Identify and support “early victories” that would build the foundation for transformation.
National Plan Purpose • Drive real transformation to achieve the National-level Goals. • Establish goals, priorities and clear, stable, long-term National strategies upon which to guide decisions within the Federal Government, the U.S. aviation industry, and internationally. • Structure joint action to achieve the transformation, including an evolving roadmap and well thought out action plans to achieve near-term benefits on the path to long-term transformation. • Identify required policy and regulatory changes. • Document government decisions and commitments. • Facilitate coordination among government and the aviation community. • Implement a single, comprehensive planning process within the community, spanning technology, policy, regulations, and realization. • Ensure collaboration among all appropriate organizations to drive ownership and institutionalization within and between organizations. • Ensure accountability of the JPDO and its member Agencies • The plan will be updated to reflect progress, costs, benefits and changes based on what has been learned. Specific Opportunities • Synthesis • Futures Workshop, March 30 - April 2, 2004 (Williamsburg, VA) • Based on a scenario planning process, develop robust goals and strategies for the long-term future of air transportation • Need: Strategic, multi-disciplinary thinkers • Analysis / Synthesis • Focus Teams, Mid-April - Mid-May • For approximately a month-long timeframe, participate in a process to identify performance objectives, barriers, alternatives and transformational opportunities for air transportation • Will utilize results of a government performed goals decomposition process and the output of the Futures Workshop • Need: Technical, business and policy experts • Two workshops plus additional communications • Transformation Objectives, Barriers, & Alternatives Workshops 1 & 2 • April 14 – 15, 2004 (workshop 1) (Washington D.C. area) • MAY 5 – 6, 2004 (workshop 2) (Washington D.C. area) • Evaluation • Stakeholders Workshop, June 2 – 3, 2004 (Washington D.C. area) • Evaluate and provide detailed comments on the results of the overall process based on detailed briefings of all content
Independent Review • The FAA REDAC is authorized to conduct formal reviews of the National Plan. The FAA Administrator appoints industry members to the Committee through an official selection process. REDAC meetings are open to the public. Numeric Goals • Maintaining the record as the safest form of transportation • A 25% reduction in cost of transportation, creating hundreds of thousands of new jobs • Accommodate up to 3 times the present demand for whatever emerges • Cut curb-to-curb travel time 30%: passengers can move through the airport in 30 minutes or less, with a 95% on time performance • Improving our national security, without compromising access to aviation
