Recap Long Term Consumption Adjustments revolve around two unresolved issues in retail market post Mod_66_08 • there is no facility to settle Energy / Capacity  charges for withdrawn / adjusted meter readings which extend beyond the M13 re-aggregation run. • there is no facility to settle Energy / Capacity / TUoS charges (beyond or within 13 Months) for those cases where meter readings cannot be obtained. This latter case applies to theft, stopped/faulty meters etc.  Comment Mod_66_08 appears to incorrectly assume that all adjustments relating to the period within the 13 month resettlement window can be processed within the normal SEM settlements.

Supplier Feedback on HWG presentation in Feb Five responses were received , Thank You. • Two favour extending the resettlement window to M+24 months Note This only addresses issue A and a separate Outside Settlement Determination would still be required to cater for issue B • One favours an OSD • One response proposed a solution similar to Option 1 with modifications • One is anxious to avoid any solution involving spreadsheets Also • Two stress that any Outside Settlement Determination must cater for a post Global Aggregation scenario • One has suggested that the cost of funding Energy/ Capacity   payments arising from an OSD be treated as allowed DSO revenue NB: this suggestion is outside the scope of both DSO licenses

  5. Next Steps Establish an Industry Working Group to make recommendations to address issues with Long Term Consumption Adjustment for both jurisdictions. Proposals • the working group would accommodate • one rep per Supplier • reps from Eirgrid, SONI and SEMO • reps from ESB Networks and NIE T&D • Chair CER

  6. Draft Terms of Reference Joint Working Group • Review Options i.e. • How to Progress to Post Global Aggregation Phase • What is materiality of LTCA’s • Impact Assessment of any system changes proposed • Disputes Process required? • Impact on customers / suppliers where registration has changed • Develop a Working Practice to allow all parties to resolve issues around LTCA’s
