What Does NCW Mean to Defence? • A means of organising the force by using modern information technology to link sensors, decision makers and weapon systems to help people work more effectively together to achieve the commander’s intent. • More than a concept or collection of new technologies, but rather is a tool that can contribute significantly to producing a warfighting advantage. • The major contribution to producing a warfighting advantage is via increased synchronisation through four major and interdependent elements: • command and control systems (the C2 grid) • sensor systems (the sensor grid) • engagement systems (the engagement grid) • the information network

NCW Target States 2020 • Force Application. The ADF can generate a range of lethal and non-lethal effects that are timely and appropriate and are synchronised with other partners to achieve the desired effect. • Information Superiority and Support. Defence has continuous information connectivity to link fighting units, sensors and decision makers in a way that increases situational awareness and the capacity to act decisively. • Command and Control. The ADF’s command and control system promotes collaboration. • Force Protection. Forces deployed, and in home locations, have a pervasive network of active and passive sensors, which are automatically fused into a COP in order to achieve an enhanced level of shared situational awareness about their surroundings.
NCW Integration Challenges & Questions • Consistent application of Architectural Approach • Alignment of standards with close allies and industry • Interoperability objectives and priorities • Plethora of new technologies being developed – potential for new stovepipes • Does everything need to communicate with everything? • What activities additional to DCP projects are necessary to deliver the 2014 Networked Deployable Joint Task Force and 2016 Networked Joint Force?
Allied Interoperability The emerging ADO NCW architecture has significant differences to the US NCW architecture but must be functionally interoperable. Australian NCW Network • Bandwidth constrained • Multi-tiered architecture • Key nodes must have high interoperability with US US GIGGlobal interconnectedness across a ubiquitous network
Influence of EW in NCW • Increased dependence on networks creates new vulnerabilities (detection, denial, EM congestion, deception etc) • Equally, a networked adversary has vulnerabilities – these need to be well understood to be fully exploited • EW information can be shared within the network, providing enhanced situation awareness to other entities – particularly if fused with other information • A networked force can apply synchronised/focussed EW attack
