Northstar overview • NorthSTAR will used by North Dakota operators and regulators who submit any reporting into ND Oil and Gas Division. • It is a cloud based application designed to help manage information by streamlining operations, simplifying processes, providing a better way for Operators and Division to collaborate, collect and analyze data. NorthSTAR (North Dakota Statewide Tracking and Reporting System) is North Dakota’s version of the Ground Water Protection Council’s well management system: RBDMS (Risk Based Data Management System)

Release 1 – Now Live NorthSTAR is live and accessible for all external organizations. Features now live consist of the ability to view your organization details and verify entity name and other contact information which may be submitted through the Form 2 – Organizational Report. Release 1 allows you to add additional personnel to your organization who may need access to submitting reports. Bond details are available to view in NorthSTAR. Release 2 – January 2020 Permitting – Operators will have the ability to submit their Application for Permit to Drill and Application for Injection (formerly known and Form 1 and Form 14) through NorthSTAR. Completions – Operators will have the ability to submit Well Completion or Recompletion report and Plugging Reports (formerly known as Form 6 and Form 7) through NorthSTAR. Tests – Operators will have the ability to upload test results performed on Well or Facility Components Transfers – Operators in need of transferring ownership can utilize NorthSTAR to submit the proper documentation and paperwork to complete a transfer. This online form will allow for both organizations involved in the transfer as well as the surety company involved to interact on the same online form to successfully complete a transfer. Sundry – Operators will have the ability to submit sundry forms notifying the OGD of work completed, notifying the OGD of the intent to perform work, or requesting waivers to OGD policies or rules.
