What we wanted to learn through the PIMMS-transfer project: • how can we effectively monitor CO2 emissions? • what marketing and incentives can we use to influence citizen travel behaviour and reduce CO2 emissions? A municipal level personal carbon trading scheme = PACT 5 London Boroughs staff residents schools
The project (individual level): • 3 council staff schemes • 2 schemes to residents in Low Carbon Zones • Schools in Low Carbon Zones • Recruit at least 250 people (could be 500) • 12 month pilot period • Rewards but NOT penalties • Fit in with existing policies: • Travel Plans • Environmental policies • Promotion of borough
Some of our issues: • How do we convince senior management to support? • How do we ensure honesty in individuals recording their data? • How can we issue rewards – problems with them being directly financial? • How can we promote the scheme to residents? • How can we ensure people are engaged for the whole pilot period? • How can we influence behaviour with the PACT scheme? • Can we use the scheme as a PR tool? • Can we link the scheme with existing sustainable policies more effectively? • What is the best personal carbon allowance to set? • Will the scheme be cost effective?
