  1. Case Study: Government Partnerships Collaborating for Community Safety Joyce Ackerman, EPA

  2. EPA received a complaint November 29, 2010, regarding a residence on College Drive storing toxic chemicals. • EPA notified the Poudre Fire Authority Fire Prevention Bureau, which immediately conducted an inspection.

  3. Reclaiming precious metals in home • Numerous open containers of strong acids indoors and outside, with reactive chemicals stored close by. • Flammable compressed gases inside the residence and garage. • Poudre Fire Authority issued a Stop Work Order for unsafe conditions, with no entry until deemed safe.

  4. Meeting convened that week: PFA arranged a meeting with: • EPA Emergency Response • Fort Collins Utilities & Water Reclamation • Larimer County Dept. of Health & Environment • State (Colo. Dept. of Public Health & Env.) • State Attorney General’s Office (criminal)

  5. Agencies developed strategy • Each agency had authority for a different aspect of the emergency. • Agencies discussed pros and cons of how to proceed. • Agencies met with the homeowner to explain the violations and the path forward. • Homeowner cooperated; PFA and EPA conducted overpacking of chemicals and supervised disposal activities.

Conclusion • Responsible Party agreed to stop home based chemical refining business • Claimed all containers of acidic solutions had value • Shipped hazardous material to Silver Anvil Engineering in Commerce City with EPA oversight • Lab data from sinks and p-traps forwarded to Fort Collins Utilities Water Reclamation Div.
