  3. ….How can we build a successful multicultural society? Projeto Success ThecommunityofOuturela-Portela Has around 5000 inhabitants. Most of the population is from Africa. Around 50% is from Cape Verde. It´s population is resettled from several illegalneighbourhoods scattered around Oeiras County. The district is divided in three areas closely linked, but built at different times: Outurela, Portela and São Marçal.
