Discourse Framework • Impact of discourse from planners, politicians and press • Ongoing representation of Gypsies and Travellers (BFGW and others) + flashpoint consultations = conflict • Conflict necessary (‘hot change’ Laws) to break status quo but how can Gypsy voice be heard? • Need for a mediation approach to avoid hostile large-scale public meetings.
