WP 3 – Education Introduction: • In Italy, for the last two centuries, education and training in activities with explosives had been carried out in the form of an APPRENTICESHIP. • This is reflected in the related legislation where the responsibility for education, training and evaluation of levels of qualification of personnel is given only to a company’s management and no audit no qualification program no exam nor control is foreseen by any Authority. • However, in the modern industry of energetic materials apprenticeship is no more practiced in a convenient way. • But legislation did not make up with times in term of safety and control. (Example: “Licenza per il mestiere di fochino” (blasterlicense) is given after an examination at the local Police station, taken on the basis of the art. 27 of the Decree of the [Italian] President of the Republic, April 27, 1955, nr. 547 which, no upgrade since 1955)
