    1. Risk Informed Decision Process For Nuclear Safety FTCP Meeting January 27, 2009 Ali Ghovanlou

    2. DOE Management of Nuclear Safety Risks Deterministic Approach Conservative Requirements Safety Basis, DSAs/TSRs Facility/Work Authorization Process Oversight, Assessments, Surveillances Defense in Depth Safety Margins Highly Reliable Control Systems

    3. Risk Informed Decision Process NRC, IAEA, and NASA have Positive Experiences with Risk Informed Decision Structure and Some of the Elements of Risk Informed Decision Process used by These Organizations may be Applicable to DOE

    4. DOE Expectations DOE expectations and approach for risk assessment in nuclear safety should be designed: To ensure that the effectiveness of existing practices is maintained. To promote use of risk assessment methods within the framework of a risk informed decision process that combines deterministic and probabilistic insights. To allow line managers to decide (on a case-by-case basis) whether development of probabilistic assessments are feasible and add value to the decision process. To ensure consistent and proper use of risk assessment methods in support of important safety decisions.

    6. Areas of Competencies Deterministic Approach to Nuclear Safety Risk Assessment Techniques NRC, IAEA, NASA Experiences with Applications of Risk Informed Decision Making Competencies Necessary to Make Judgments about Impacts on Defense in Depth, Safety Margins, Sub-system, Component Reliabilities Competencies Necessary to the Quality of Planning, Analysis, and the Peer Review Process

    8. Potential Applications Risk Assessment in Safety Basis Risk Assessment in Design Risk Assessment in Operation Risk Assessment in Upgrade Risk Assessment at End of Life or in Decommissioning.
