Policy framework: Conceptualization/consultation on housing project Since informal settlements in the City of Balanga is one of the problems/issues that needs to be addressed, the City is tasked to undertake various activities to focus on socialized housing and resettlement issues because often than not, informal settlers are located in the most undesirable and less infrastructure in the area, the people who live there are the most susceptible to the effects of flooding and natural disasters.
