ASEAN- OSHNET ACTIVITIES

2. Background The ASEAN Occupational Safety and Health Network (ASEAN-OSHNET) was officially formed in 2000 through a memorandum of understanding among the ASEAN Member States. It is envisioned as an effective network to foster safe and healthy working environment for a productive and competitive workforce, towards a better quality of life.

3. Mission to provide beneficial cooperation and solidarity among the national OSH institutions of the ASEAN countries; to ensure the high capacity of national OSH institutions in OSH promotion, training and research; to offer OSH information, particularly through utilisation of information and communication technology; and to harmonize OSH standards and guidelines in the ASEAN Region.

4. ASEAN Occupational Safety and Health Network • organized through a Coordinating Board • composed of 1 representative from each ASEAN member state preferably from the National Occupational Safety and Health Center or its equivalent • the Coordinating Board meets once a year (CBM): • decides the policy direction of the ASEAN-OSHNET and facilitate the approved programmes • designates a Secretariat on a three year rotating basis based on alphabetical order of the ASEAN Countries • decides who will become the host country for the next meeting again based on alphabetical order.

5. ASEAN OSHNET Programs The activities of ASEAN-OSHNET comprises of 7 main areas and appointed 7 member countries as Program Area Coordinator

6. ASEAN - OSHNET Secretariat Functions: • Organize the Coordinating Board Meeting of ASEAN - OSHNET and all other meetings as directed by the Board; • Plan and organize programs, project and activities of the ASEAN – OSHNET;  • Propose and develop a plan for sourcing and generating funds;  • Coordinate, monitor and evaluate programs, projects and activities;  • Assess and review periodically the accomplishment of the ASEAN - OSHNET; and • Perform such other functions which may be assigned by the Coordinating Board from time to time.

8. National OSH Frameworks(Vietnam) • Continuing active ASEAN-OSHNET collaboration on National Promotional Frameworks for Occupational Safety and Health; • Sharing National OSH Profiles and National OSH Programmes through the ASEAN-OSHNET website; • Organizing workshops on National Promotional Frameworks for Occupational Safety and Health annually for sharing experiences and progress;

9. Department of Labour Protection and Welfare ASEAN-OSHNET Workshop on Information • ASEAN-OSHNET Workshop on Development of Scorecard and Information Strategies for Occupational Safety and Health • In accordance with the Resolution of 12th CBM, 6-7 April, 2011, Vientiane, Lao PDR • Attendants • Organized by The Royal Thai Government and DLPW, approximately in early 2013, in Bangkok, Thailand • The Royal Thai Government will be sponsoring the air-travel (Possible) and accommodation • Two representatives from ASEAN Member States plus Three countries

10. Department of Labour Protection and Welfare ASEAN-OSHNET Workshop on Information(Thailand) Objectives • To develop an ASEAN-OSHNET Scorecard for benchmarking across ASEAN plus Three countries • Selection of Indicators • Definition of Indicators • Methods to collect the indicator data • Cooperation and Sponsorship • To develop ASEAN-OSHNET Strategic Plan on OSH Information

11. Enhancing Collaborative Training for the ASEAN-OSHNET(Philippines) To ensure that OSH training capabilities required for effective implementation of OSH are established at the Regional and National levels

12. Strategies • Develop and enhance training programs on OSH of ASEAN Member States through coordinated and collaborative initiatives involving all stakeholders • Develop OSH training programs for cross-cutting issues and regional concerns

13. Strategies • Increase pool of OSH experts in the Region through the implementation of Training of Trainer programs • Conduct training for Member States based on demand or need similar to the Third Country Training Program Scheme

14. Strategies Coordinate external support among Member States and from international partners Implement online or distance learning initiatives as alternative mode of learning Evaluate training programs to determine if Regional and National needs are met

15. 16. OSH Inspection Updates: Singapore

17. Occupational Health and Safety Management (Machinery Safety Refresher and Noise Management) Workshop in Myanmar, 5 – 9 Dec 2011 • 5 day workshop conducted by 2 OSH experts from Singapore at Myanmar-Singapore Training Centre • Attended by 30 participants from public and private sector • Participants gained a better understanding of machinery hazards and their safeguards, and the hazards of industrial noise and their management.

18. IOSH Training for Indonesia in Singapore, 21 Sep 2011 • Training part of cooperation efforts under the Indonesia-Singapore Bilateral Workgroup on Labour • One-day training on the development of Singapore’s integrated IT system – iOSH (facilitate OSH inspection work) • 8 delegates from the Ministry of Manpower and Transmigration attended

19. Workshop on Developing a National OSH Profile (Brunei) at Bangar Seri Begawan, Brunei Darussalam, 23 – 24 Nov 2011 • Objectives: • Share development process of an OSH profile based on Singapore’s experience • Assist Brunei in identifying gaps and challenges in developing an OSH profile • 2 Trainers from MOM conducted the training, an ILO Specialist on OSH also took part in the workshop. • 33 officers from various organizations attended

21. GHS Conference for ASEAN:Implementation Towards 2008 and Beyond, Jakarta, Indonesia9-11 May 2007 To establish an ASEAN Regional GHS Implementation Roadmap through multi-stakeholder consensus at ASEAN national and regional level, as well as international level through ASEAN external relations

Anticipated Scenario of GHS Implementation in ASEAN by 2008 GHS implementation at the regional level: • Regional GHS Implementation Roadmap • ASEAN-OSHNET Guidelines on Chemical Classification, Labelling and Safety Data Sheets • GHS elements are incorporated into the Integrated Pest Management (IPM). • ASEAN Protocol 9 (transport) is amended by incorporating international technical documents that are in-line with the UNRTDG. • Capacity enhanced across the four key sectors, i.e. industrial workplace, agriculture, transport and consumer products in the region in terms of GHS implementation through a multi-stakeholder approach. • A committee/working group for consumer products in ASEAN is established

23. GHS implementation at the regional level • ASEAN Steering Committee on the GHS (ASCGHS) is established, if feasible • ASEAN Group of Resource Persons on the GHS (AGRPGHS) is established, if feasible • Harmonize Building Block Approach (BBA) among the ASEAN member countries • A committee/working group for consumer products in ASEAN is established
