Summary of Information Requested During T&E Infrastructure POM (FY16-20) Briefs • MRTFB Composition • Describe the FY 2016 – FY 2020 issues that led to the pending/planned changes to the Component MRTFB composition. Focus is on FY16-FY17. • Describe the affected capabilities and the impact of the changes to capability, capacity and customers. Provide the justifications of the proposed changes and the related mitigations. • Other significant FY 2016 – FY 2020 budget issues/adjustments potentially impacting the Component T&E portfolio. • Describe the impact to capability, capacity and customers with focus on FY16-FY17 • Describe the justifications of the proposed changes and the related mitigations. • Investments • Provide tabular listing showing funded investments and funding profile of each investment. • Provide quad charts for high priority investments. • Cyber • In view of increased interest in cyber warfare, new this year is the request to address investments in, and operation of, cyber T&E infrastructure • Add cyber PEs in appropriate sections of the brief

Questions for all Services and AgenciesCyber T&E Infrastructure (CT&EI) • Background: • Several key DoD Directives and Instructions (DoDD 5000 series, the DoDI 8330 and DoDI 8500 series) have been updated to emphasize the importance and requirement to operate successfully within a cyber-contested environment. The existing T&E infrastructure is no exception and may represent a high value target. Also, within the AT&L organization (external to TRMC), there is a growing interest in the T&E of acquisition programs with a cyber component. • Questions to be addressed at the T&E Review: • The previous DIACAP process, while necessary, has not proven sufficient. After having conducted the Risk Assessment on your Service’s T&E capabilities as called out in the DoDI 8500 series, what is your Service/Agency’s implementation plan, investments and schedule to secure and maintain your T&E capabilities from cyber-attack or exploitation? • The systems under test (SUTs) are required to be tested in an operationally representative environment (to include cyber-contested aspects) (DoDI 8330). What is your Service/Agency’s plan, investments and schedule to provide that cyber-contested environment either within the existing or new T&E capabilities?
Questions for all Services and AgenciesCyber T&E Infrastructure (CT&EI) • Questions to be addressed at the T&E Review (continued): • What are your Service/Agency’s plans to develop an adequate T&E workforce with the appropriate skill set to conduct T&E in a cyber-contested environment? • FY 2016 – FY 2020 Integrated Program/Budget Submission Guidance, section 4.4.6.3 Cyberspace Operations Reporting. “To better identify and track the Department's RDT&E investments in cyberspace operations, beginning this year, all Components are required to code all funding as SPC 350, Cyberspace Operations, in PRCP and move this funding into either existing or new dedicated cyberspace operations Program Elements (PE) or pure projects under existing PEs. This does not apply to MIP, NIP or SAP coded investments.” What are your organizations plans to become in compliance with this guidance?
