Time Error Threshold Increase • PWG proposes an increase in the Western Interconnection’s time error threshold above the current +/- 5 seconds. • Operation of the grid at frequencies other than 60.0 Hz, as during manual time error corrections, places the grid and equipment at risk. • The Eastern interconnection’s time error threshold is +/- 10 seconds.
Time Error Threshold Increase • Last June ERCOT increased their time error threshold from +/- 2 seconds to +/- 30 seconds. • ERCOT terminates manual time error correction when time error is within +/- 27 seconds. • From June through September ERCOT did not perform any manual time error corrections.
Time Error Threshold Increase • Preliminary analysis shows that the number of manual time error corrections can be dramatically reduced by increasing the time error threshold. • Current time error threshold is +/- 5 seconds • 40% reduction with a +/- 10 second threshold • 65% reduction with a +/- 15 second threshold
Time Error Threshold Increase • Analysis statistics for one year beginning in September 2012 • Western Interconnection BAs performed 201 manual time error corrections. • Average slow time error correction lasted 355 minutes. • Average fast time error correction lasted 372 minutes. • 40 % of time error corrections were followed by one in the opposite direction. • 65 % of two consecutive same direction corrections were followed by one or more in the opposite direction.
RBC Field Trial • Two additional BAs, AVA and PSEI, received NERC approval to join the RBC field trial and have been participating for two months.
RBC Impact on WECC Paths • Documentation of an event analysis methodology is underway. • The proposed methodology is similar to that used by the USF Event Analysis Task Force and contains the following analysis criteria. • Unplanned path de-rate % • Scheduled path utilization % • Actual path utilization % • Unscheduled flow % • ACE contribution %
RBC Related Event Analysis • Between April and November of 2013 there were no prolonged frequency events of the nature that could be attributed to RBC. • PWG analyzed 12 SOL exceedance events in closed session in October, November and December. • An unplanned path rating reduction made a significant contribution to the SOL exceedance in 3 events. Unplanned path rating reductions are due to loss of equipment (lines, generation, etc.) that affect ratings immediately prior to the SOL exceedance.
RBC Event Analysis (continued) • Unscheduled flow made a significant contribution to the SOL exceedance in 9 events. Phase shifter operation or generation re-dispatch generally mitigated unscheduled flow in these events. • BA ACE made a significant contribution to the SOL exceedance in 5 events. Two of these required backing thermal generation to balance against increased wind generation. • The RC directed one or more BAs to return ACE to within L10 in 3 events. The PWG determined that the directives were irrelevant to the overloaded path in one of the events.
Tasks in Progress • Complete and publish an SOL event analysis methodology document. • Complete and publish Automatic Time Error Correction (ATEC) FAQ document. • Propose a replacement for L10 which is used for ATEC payback limit in BAL_004_WECC_01 but undefined in new NERC BAL standards. • Propose an increase in the WECC Time Error threshold from +/- 5 seconds to +/- 10 or 15 seconds.
Completed Tasks • Finalized and submitted NERC bubble diagram updates for WECC BAs. • Completed selection of 2013 frequency events for BA frequency response analysis (BAL-003).
