Supply Department

1. Supply Department Fuels Division issued 11,000,000 gallons JP-8 to U.S. aircraft and 700,000 gallons gasoline on base. Contracts: Helguvik Bulk & Marine Fuel Terminal Operations contract, NAS Keflavik Refueling and Facility Operations contract, Hvalfjordur Bulk & Marine Fuel Terminal Caretaker contract, Post, Camp, and Station contract for gasoline delivery to NEX and government gas stations. ESSO commercial fuel operations on the base remain an issue as they issue ESSO commercial fuel to all non-U.S. military aircraft, forcing NASKEF to subsidize their commercial business. Postal Division serves NAS Keflavik, NATO Base and Tenant Commands, Air Force 85th Group, 56th Rescue Squadron, 932nd Air Control Squadron, Rotational VP Squadrons, American Embassy, Mobile Units, and International Units deployed for exercises. Incoming Mail: 825,775 (lbs), outgoing Mail: 197,154 (lbs) and Total Finance FY02: $1,708,088 Billeting Division has 30 BQs with a total of 325 transient and 867 permanent party rooms. 1 BEQ, 1 BOQ and 1 Transient facility under renovation in CY02. Provided billeting for over 600 exercise participants during Cooperative Safeguard '02 and Keflavik Tactical Exchange '02. Provided billeting for over 900 unaccompanied military and DoD civilian workers. Recipient of the Admiral Elmo R. Zumwalt Award for Excellence in Navy Bachelor Housing.

2. Supply Department Food Service Division consists of 3 messes and 1 warehouse serving an average of 40K meals a month. The messes are Two Seasons Galley and 2 satellite messes at A.T. Mahan High School and A.T. Mahan Elementary School. The value of the stock in cold stores and dry stores is at its peak nearly $400K. Aviation Support Detachment supported KEFTACEX 2002, and VP8, VP 45 and VP 26 throughout FY02 to meet operational commitments. Provided aviation supply support to complete 15 ISIS in FY02. Made over 4000 requisitions in support of deployed VP squadrons. Provide aviation maintenance supply support to PATRON Keflavik, AIMD, NASKEF OMD, and NATO transient aircraft. Material Division, Personal Property office processed 2599 household goods/baggage’s shipments and 915 POVs during 2002. Water Terminal Branch handled over 2804 Trailer equivalent units (TEU´s) in 2002. Provided support to Exercise Cooperative Safeguard 02· . Receiving deck received 1730 air cargo pallets in 2002. Loaded and unloaded 1118 trailer equivalent units (TEU´s). Receiving deck processed 11992 deliveries. The Shipping Branch processed 3908 shipments and 813 express shipments (FEDEX, DHL and UPS). Warehouse Branch (81 Bulk) receives, stores, issues and delivers material for 5 storerooms. Their goal is to deliver and issues to all on-base customers with in one day. Vehicle Support Branch (VSB) receives, stores and issues vehicle parts. VSB provides vehicle part support for over 860 vehicles at NASKEF. Stock Control Division filled 22,529 requests for material with 6,414 of those from stock, made 3,407 local purchases valued over $7 million and maintained a 91.3% material availability and a 0.2% warehouse refusal rate.

3. Air Operations Department Air Terminal Division provides all administrative and logistics support to a dedicated AMC Patriot Express mission, which provides weekly contracted commercial air transport between Norfolk, VA, Baltimore, MD, and Keflavik Iceland. Maintained a 96 percent “on-time” departure rate, while handing 3,027 non-AMC aircraft from NATO and non-NATO countries and 903 AMC aircraft, only 562 of which were scheduled channel missions. Manifested, loaded/unloaded over 4,601 tons of inbound/outbound cargo, with 100% accuracy rate, all while maintaining a zero-discrepancy safety record during operations conducted in an extremely hazardous winter environment and extended periods of darkness. Coordinated and executed billeting and transportation for over 15,725 transient aircrew personnel. Air Terminal renovations included a Family Nursery, Children’s lounge and the Distinguished Visitors Lounge. The Air Terminal ATTV (Air Terminal Television), Channel 22 provides up-to-date AMC Flight Information on a dedicated, base-wide closed circuit television channel which allows all base personnel to view non-operational flight information from the comfort of their homes. Disaster Preparedness provided chemical, biological and radiological (CBR) response training to over 1,000 personnel in FY02. Assisted in the development and validation of plans to respond to Weapons of Mass Destruction incidents, including the specific threat of Anthrax and personnel decontamination procedures. Upgraded Individual CBR Protection Equipment for all Navy personnel which included the procurement of the latest Chemical Protective Over Garments, Joint Service Lightweight Integrated Lightweight Suite Technology (JSLIST) for Navy Personnel, valued at over $2 million.

4. Air Operations Department Ground Electronics Maintenance maintains, repairs, and ensures the functionality of all Air to Ground Communication Equipment, radars, ancillary equipment and control systems including the emergency back-up portable radios, the Mobile Air Traffic Control Tower equipment, and meteorology equipment to conduct ATC at Keflavik Airport. In addition is the Fire and Intrusion Alarm systems Equipment, fiber optics systems, paging systems, industrial ground communication equipment, and the 2M MicroMini Surface mount component repair facility. All equipment for USN Controllers and Keflavik ICAA Controllers (local nationals) is funded through DoD. DoD Electronics Technicians (civilian Host Nationals) maintain most NAVAIDS that support NASKEF. DoD originally purchased the ILS but ICAA has taken over maintenance and upkeep. Communications upgrade for USN and Host Nation Controllers fully funded by DoD. NASKEF pays ICAA $62,400 annually for ATC services that USN controllers are capable of providing and/or supplementing. Operations Maintenance Division (OMD) provides logistic support to locations throughout CONUS and Europe. Flew 144 operational flights, compiling over 690 base support mission and logistic/training flight hours while achieving a 98% mission completion rate with a single aircraft. Provided transportation for over 1000 Temporary Duty (TDY) passengers and Space Available personnel, saving approximately $1,000,000 in transportation costs. OMD maintained a 79.3% full mission capable (FMC) and 82.6% mission capable (MC) rate throughout the year. Both of these rates exceed the CNO’s goals. OMD performed scheduled and unscheduled maintenance on the station UP-3A and provided services to transient NATO aircraft. During FY02, more than 3,800 aircraft of over 100 different types visited NASKEF, many of which required Transient Line services provided by OMD maintenance personnel. Participated in numerous exercises during FY02. OMD flew logistics support missions for deployed patrol squadrons (PATRON) between NASKEF, and NAS Roosevelt Roads, Puerto Rico. This allowed deployed PATRON units to maintain their operational aircraft in alert status for real world operations vice being utilized for crew transport. Surpassed 26 years of mishap-free flight operations while accumulating over 17,940 flight hours.

5. Air Operations Department Air Traffic Control Provide Ground Controlled Approach services which includes Surveillance Approaches (all runways), Precision Approaches (runway 11/29), and ILS Monitoring (runway 11/29). ATC serves as the liaison between the U.S. Military, NATO and the Iceland Civil Aviation Administration (ICAA) on issues that pertain to air traffic control (ATC). Serve as the liaison between the U.S. Military, NATO and the ICAA on issues that pertain to air traffic control. All matters that have political interest are coordinated through IDF, J-3. Coordinate with DoD agencies to ensure the integrity of NAS Keflavik instrument approach procedures and other airfield matters. Provide technical oversight and impact in all construction projects related to the airfield. Serve as the Host Nation ATC Contingency, USN controller have with limited training on local procedures. (1) Other Mil: Other US DOD and Foreign/NATO Military aircraft (2) Air Carrier: Commercial (Icelandair, Iceland Express, etc…) (3) Gen AV: Commercial air traffic, other than register air carrier transport aircraft

6. Information Technology Department Maintains NASKEF Official Internet Web Page and NASKEF Intranet – a central forum for Command Information 1175 users in Exchange mail server, 1,384 users, all have internet access, and backup/restore data services 983 workstations, 32 file servers Selected as the NMCI server farm for Keflavik DNS server service for NAS, IDF, NATO SATCOM and NCTS Main Systems are the Host National Payroll System, U2 (Supply), NALCOMIS (Aviation Support), PW Tools (Public Works), WPS (World Port System), TOPS (Transportation System) and FAS (Fuel Automation System).

7. Fire and Emergency Services Department Fire Protection/Prevention Division maintains 24-hour operational readiness, technical supervision and required performance of the Crash Fire Rescue, Structural Fire and 911 Communications Center, serving FES, Medical Service and Security Police. Conducts fire hazard inspections in all buildings, operational sections of the station, including outlying sites Provides public education programs in fire safety by visiting every residential home annually and all workplaces at NASKEF on monthly, quarterly and annually bases. 10,684 participants on Fire Prevention Lectures. Awards: overall winner Allen G. Ogden Award, Structural Large Category, U.S. Navy Department of the Year from DOD, 1st Place IDEA CORNER 2002 from International Aviation SNOW Symposium, recipient of the Life Safety Achievement Award from the Residential Fire Safety Institute (RFSI) One of three Accredited Agencies in Fire Protection within DOD by International Standards. Airfield Operation Division (AOD) performs snow removal, ice control and FOD control for runways, taxiways and aprons/ Performs loading and unloading of all airlifted cargo inbound and outbound (7,909,927 lbs). Performs airfield inspections for FOD and Braking action, totaling 5,065 inspections. Provides aircraft "Follow-Me", parking, towing, de-icing, lavatory service, and starting service to all transient military aircraft on a 24-hour basis. Coordinates and performs the BASH (Bird Aircraft Strike Hazard) program for Runways, Taxiways and Aprons, 649 birds eliminated

8. Security Department Operations Division conducted 2597 Random Vehicle Inspections, 455 Traffic Citations Issued and four FPCON changes in FY02 508 Joint Patrols (Icelandic Police and NSF) were conducted, 53 Command Investigations and 93 Individual Fingerprinting Two MWD assigned, Kennel performed 65 Lot and/or Gate Inspections, and 133 other Inspections, 13 response calls for suspicious packages/items, 166 Buildings/BEQs inspected, 41 AMC Inspections and 275,220 lbs of Mail Inspected Physical Security Division coordinates the monthly testing schedule of IDS systems utilized, maintains all Physical Security Waivers and Exceptions for NASKEF and provides guidance on all pre-construction and MILCON projects. Conducts training on Physical Security, Key Control, and Force Protection/Anti-Terrorism. Promotes officer friendly programs to the NASKEF community, to include: McGruff, DARE, National Night Out, Bicycle Rodeo, Bicycle Registration, Operation I-Dent-a-Kid, and many other crime prevention programs. Training Division provides training for Navy Security, Auxiliary Security Force, and Naval Reserve personnel. Anti-Terrorism/Force Protection Training included 7 AT/FP Command courses/352 students, 5 DODDS AT/FP courses/75 students and 24 Pre-Leave AT/FPcourses/211 students. 51 AT/FP briefs conducted in Base Indoc with 987 attendees, 4 ASF courses/ 68 students. New Base-wide Security Pass and ID System will be implemented by July 2003, involves Host National Defense Force Workers, Contract Workers and visitors, both U.S., Host Nation, and Third Country 1005 Ration Cards issued, 1077 Restricted Area Badges, 953 Base Passes issued in FY02 MWD Kennel Expansion Project will be started in FY 2003, with a completion date of under a year. Pass and ID Building at Main Gate project is in the initial planning stages.
