  2. The Vote (11/6/12) • Yes: 1,383,139 (55.32%) • No: 1,116,894 (44.68%) • Result: Legalization of the recreational use of marijuana by those age 21 and over within the state of Colorado.

  3. 2013 Enactment Problems • Health Concerns: • Is the use of marijuana harmful? • Social impacts: • Will this look good for the state? • Economic impacts: • Taxation legislation did not pass with the amendment.

  4. Health • Anti: • Anxiety • Increased Heart Rate • Short-term memory loss • Decreased intra-ocular pressure • Cancer

  5. Health • Pro: • Proven to help control numerous problems: • Glaucoma, Epilepsy, migraines, etc… • Relieves Stress • Reduces pain

  6. Social Concerns • Anti: • Legalization could cause unwanted tourists • Drug is still federally illegal • Bad examples for kids • Gateway drug

  7. Social Concerns • Pro: • “Regulation Works” • Less underage access • Freedoms of the United States • Will have same view as alcohol, which is legal.

  8. Economic Impact • Anti: • No taxes have passed • No funding to education • Expensive to regulate

  9. Economic Impact • Pro: • Excise tax will fund Colorado schools OR “Marijuana sales tax” to fund regulation. • Less money spent on Marijuana arrests

  10. Mediation • Necessary tax legislation must be passed • 15% mandatory excise tax • “Marijuana Sales Tax” to cover enforcement • Strict guidelines and regulations passed by congress by July 1, 2013.
