SAR Fleets • CH149 Cormorant • FY 14/15 YFR Reduction • Servicability rates are improving but remain below threshold of 9 set for a return to a 4th MOB, averaging approx 7.5 • CH146 Griffon • Parts issues remain • Get Well Program ongoing, results not fully realized • YFR reductions significant to the Combat Support Squadrons • CC115 Buffalo • ELE 2015, request staffed for 2020 • YFR Reduction • Spare parts remains a concern and impacts availability of aircraft
SAR Fleets Cont’d • CC130H Hercules • ELE 2017, request staffed for 2020 • Serviceability is low, averaging approx 57% • Have 13 legacy Hercules aircraft • YFR Reductions significant. No longer doing any airlift missions. Strictly SAR and Air to Air Refuelling missions • 2016 fleet will be reduced to 12 aircraft • Challenges meeting SAR and AAR responsibilities with reduced fleet and current serviceability rate
RP30 Trial Period Trenton SRR • 2013 Trial of revised RP30 posture in Trenton SRR • Very positive results in Trenton. Marginal results in Winnipeg • 435 Sqn CC130 1000 – 1800 (L) Fri to Tue • 424 Sqn CC130 1000 – 1800 (L) Fri to Tue • 424 Sqn CH146 1200 – 2000 (L) Fri to Tue • Study showed most launches occur later in the day in Victoria and Winnipeg on all days of the week, but in Trenton late in the days but mostly on days surrounding the weekends. Caused by high pleasure craft incidents in Great Lakes
RP30 for Summer 2014 Trenton SRR: 8 Wing Trenton: 1100-1900L Thu-Mon, both fleets 17 Wing Winnipeg: 1000-1800L Mon-Fri 7 days/week CC130 RP30 coverage in Trenton SRR Victoria SRR: 19 Wing Comox: 1100-1900L Mon-Fri Improvement within existing Cormorant maintenance contract Halifax SRR: 14 Wing Greenwood, 9 Wing Gander: 0800-1600L Mon-Fri Unchanged due to current Cormorant maintenance contract Potential to further adjust Victoria and Halifax SRRs in 2015 1 Canadian Air Division
FWSAR • Draft RFP released to industry • Final RFP to be released later this year. Delays encountered • Contract award winter 14/15, first aircraft 36 months later • Industry conducted site visits to Wings in order to evaluate current infrastructure last October
Spotter Training • Fiscal reductions drastically impacted YFR for all RCAF Fleets • SAR Fleets received significant reduction in hours • Can’t decrease hours used for SAR missions therefore cuts must come to training and support to other departments I.E. CASARA • Units directed to attempt to maintain spotter training but it is prioritized below crew generation and training • Casara units may need to send spotters to the SAR units to get training • Combined CASARA Spotter training with Crew training to greatest extent possible
Ex Cooperacion Peru 2014 • RCAF successfully deployed a CH149 to Ex Cooperacion, held in Peru in April 2014 • UsedCH149 Air Transport Kit on C-17 for deployment • Proved capability to deploy CH-149 anywhere in the world in response to natural disasters
CASARA Contribution Agreement 2015 • Initiatives in the north are highly relevant to GoC strategic goals • Increase number of units and/or zones in north? • ELT Searches • RCAF would like to use CASARA more often if there is no secondary indication to a transmitting ELT (i.e.. No overdue aircraft) • Any means of increasing CASARA’s capability to perform ELT searches and save RCAF resources is highly relevant • RCAF/NSS lobbying Transport Canada for 406 MHZ Regulation. Significant number of hours being spent on false 121.5s that could be resolved with a single phone call with 406 MHZ.
National SAREX 2014 • Goose Bay Labrador 14-20 Sept • 103 Sqn and 444 Sqn Host units • Maj Jean Leroux 103 Sqn – Ex Coordinator 709-256-703 ext 1116 • Airlift planned to transport DND and CASARA personnel to the exercise from the major SAR Operating Bases • On base Rations and Quarters will be the primary arrangements for all participants • DND will cover some of the costs to host CASARA personnel this year. Funding amount to be determined as details are worked out.
