US Department of Labor Awarded Expanding Business Engagement grants to 13 states, stressing the importance for expanding services to businesses Prior to these grants DOL had sent out a TEN emphasizing the importance of Layoff Aversion by connecting businesses to services that can help in these situations
Why? EBE - Current data tells us: • The workforce system has engaged 13,000 employers across the state which represents 8% of the potential companies • 85% of all businesses employ less than 50 employees • Most companies do not have a Human Resource Manager/Department • MOSES data represents job fill rate under 20% • In most cases Agency/Program front line staff are unaware that a business is being services by other agencies • Services are not consistently bundled in a way that best assists businesses
Challenges • Identify staffing needs and resources • BSR’s availability to meet with companies • Businesses are often unaware of the services available to assist them • Collaboration and cooperation between agencies • Business services follow up plan • Develop a system that will ensure that we are not duplicating efforts with businesses • Performance metrics, crystal report and tracking activities
Moving Forward • Create a Unified Employer Engagement Strategy • Develop an infrastructure that promotes teamwork • System to measure performance metrics • Service Delivery Strategies • Goals of the Technical Assistance Initiative • Review existing outreach efforts and services provided to companies
Moving Forward (cont’d) • Review ways to increase and expand employer engagement • How to measure improvements • Defining appropriate roles and responsibilities • Programs and services that could add value to our relationship with business • Staff training needs, especially around new programs and services • Develop Policies
Partnerships • EOLWD • WIB’s/PIC’s/REB’s • One Stop Career Centers • Workforce WIB Association • MA Workforce Professionals Association • MOBD • MERLOT • MA AFL-CIO • Community Colleges • State and Local Workforce/Economic Development Agencies • Business Associations
EBE Mission/Vision Statement The goal of the Expanding Business Engagement (EBE) initiative is to enhance and align the services offered to MA businesses through State Workforce Development, Economic Development and Education entities in order to help MA businesses grow and thrive.
In order to achieve this goal we will: • Build strong relationships across agencies and with businesses. • Develop standard staff Business Service knowledge and competencies across relevant State agencies. • Coordinate and link resources and information As a result of our efforts; • More MA businesses will be aware of and utilize relevant state resources and incentives. • There will be “no wrong door” for businesses to connect with business support. • Services and outcomes will be captured to demonstrate the impact of our efforts.
EBE Products • Statewide EBE dashboard/one MIS system or at least one that talks to one another • Systems/Development Committee • A Certified Business Services Training Program • Staff Training and Development Committee • A Business Services Guide • Marketing Committee
Appling various services at the right time • When will business benefit most by using a specific service? • This strategy will make it easier to promote our services • Bundling various services at the right time, which services make sense to combine and when?
