Background • Government in 2005 appointed a Ministerial Sub Committee to examine ways to address the impact of rising food prices. • The Committee recommended, the introduction of a food support programme for the most vulnerable in society. • The Targeted Conditional Cash Transfer Programme (TCCTP) was conceptualized . • An Inter-Ministerial Team was appointed to design the TCCTP. • Several models were researched. The Puente Programme was considered as “best fit” for the design of the TCCTP.
Background Continued • In May 2006, a five (5) member delegation conducted a study visit on Chile Solidario System and the Puente Programme, in in Santiago Chile • During the XIII Annual Conference of the Social Network of Latin America and the Caribbean the Network agreed: “to promotehorizontal technical cooperation projects and action aiming to share technologies and knowledge to strengthen human resourcesamong member institutions.” (Port of Spain Declaration, Article B, page 5)
Background Continued…. • Trinidad & Tobago participated in the “Puente in the Caribbean” Programme, including a workshop in Jamaica, Internship in Chile and Mentoring Programme. • This transference programme lead to the further Adaptation of Puente Programme in TCCTP, and formulation of the “Step-Up Programme” through a Family Intervention Network (FIN)
Political Challenges/Environment • There has been no prohibitive political challenges in the “Adaptation of the Puente Model” . • Governmental is avidly pursing an agenda that is focused social sector programming. • Government has been investing 1/5 of the Annual National Budget over the last 6 years in the social sector. The “Puente Adaptation “ has benefited from this. • This has resulted in a social sector with a comprehensive suite of services for all classes of people including vulnerable persons and families.
Political Challenges /Environment • Government Road Map for Developed Country Status “Vision 20/20”, 2nd Pillar is “Nurturing A Caring Society” of which social and developmental programmes are crucial. • With the context of Vision 20/20 Cabinet has approved the conditional component TCCTP. • Cabinet has approved an Integrated Social Enterprise Management System (ISEMS) to support the Decentralisation and Automation of Social Services. • Cabinet has also approved increases in the TTCard Programme
Decentralisation • The Chilean experience suggests a highly decentralized system in the delivery of Government services • Taking services closer to the people is expected to reduce some of the operational challenges currently experienced. • The Ministry of Social Development is currently engaging the services of a consultant for the decentralization of social services. • A Decentralization Unit has been established . • A Social Services Agency with 14 Regional Offices is being established • Three (3) Regional Offices to established in 2008-2009 • Eleven (11) Regional Offices to established in 2008-2009
Capacity & Competency Building • The Ministry of Social Development has recognized the importance to further build human resource capacity and to re-orient staff to deliver a programme of this nature based on the transference experience. • The Ministry is currently engaged in capacity & Competency Building. • A scholarship programme has been approved by Cabinet to build in-house competencies and attract new social sector staff.
Integrated Social Enterprise Management System (ISEMS) • ISEMS is Enterprise Resource Planning (ERP) Solution designed for social service management. • Based on the philosophy “No Wrong Door, Every Door is the Right Door” • It will allow for the automation of core social services processes including: • Intake & Assessment • Eligibility Determination (Real-time Means Testing) • Capture Evidence of Identity (EOI) • Integrated Case-management • Financial Management • Monitoring & Evaluation, & Real-time Reporting • Virtualisation (Ability at work from home & Push/Pull data from field)
Budgetary Challenges • There has been no prohibitive budgetary challenges in the “Adaptation of the Puente Model” • The adaptation required no significant increase in expenditure, existing programmes & resources was utilized. • The major challenge was in utilizing the expenditure to procure facilities. • Government has been investing 1/5 of the Annual National Budget over the last 6 years in the social sector. The “Puente Adaptation “ has benefited from this.
