Why Should We Care? • Over the next 5 years, DOD expects to invest $357B on Major Acquisition Programs. • When reviewing and assessing Programs, GAO found most do not deliver capabilities when promised—often forcing Warfighters to spend additional funds on maintaining legacy systems. Will the $357B produce the same results?

  11. So What? • What does the Government need to do well? • Operate their Networks! • Secure their Networks! • Define Operator Requirements! Simplify the Requirements Process. • Frequently Ask the Operator what would make him/her more effective? • Define the SOA. • Contract for Apps! Work on a ‘SIX’ month schedule. • Download and Secure Apps that meet Requirements! • What should industry do? • Work within the SOA! Deliver on a ‘SIX’ month schedule. • Build the Apps to satisfy Requirements! • Make a profit? Competition … when App is downloaded and in use!
