  3. The major challenges faced by the reconnection project : • Energy economies: will the reconnection of eps pay off and all countries achieve economic benefits? (workshops organised and research studies made) • Technical: the project can be realised without jeopardising current operations (no blackout and breakdowns will occur) and safety and availability of eps operations will improve, DVG study • Energy policies: all participants signed the “Reconnection Agreement”, Lisabon 2000 • Technical implementation (who will be the leader and from which centre it will be realised, HEP – OPS, ČEPS, ELES, NDC HEP – OPS, Zagreb, Croatia)

After five-year experience, the following was achieved in the Croatian eps: • Safety and availability of eps significantly improved, no breakdowns and blackouts occurred, energy equipment has a longer life span • Losses were reduced, investments in the network paid off • Reforms and introduction of an open market were accelerated, as is the case in the entire South-eastern Europe

C O N C L U S I O N Investments in RC SS Ernestinovo 25 mil € SS Žerjavinec 32 mil € Network (RH + B&H) 8 mil € Preparation and organisation 1 mil € Total expenses: 66 mil € Compared to the reference year (2003), when losses were 660 GWh, the total loss reduction in the last 5 years was 578 GWh which, with the average EEX price of electrical energy, (50 €/ MWh) saved us 28 mil €, so that the investment into TS Ernestinovo has been completely paid off.

Volume of trade in electrical energy, compared to the reference year 2003, grew by over 300 %. • The reform of the energy sector and the liberalisation of the electrical energy market were markedly accelerated. • After a five-year joint operation of eps, the results show positive effects both in the economy, and in the terms of safety and reliability of eps operation. • Safety of entso-e increased and it became much more reliable than before the reconnection.
