Contents • The NGIS project in Taiwan • Major achievements • Emerging Technologies • Strategies • Conclusions
Spatial Data Infrastructure • Geographic Information Systems (GIS) is a ‘new’ technology to collect, digitize, analyze, and share spatial data. • GIS, together with GPS and remote sensing, becomes an essential part of spatial data infrastructure in many countries.
The NGIS Project • In 1994, Taiwan launched her National GIS project and established a task force to implement the project. • The task force is co-chaired by deputy-ministers of the Ministry of Interior (MOI) and Council of Economic Planning and Development (CEPD). Members are from related ministries and local governments.
NGIS -- Goal Building up high-quality base maps and circulation environment for • Sustainable development • Administrative governance and international competitiveness • National Land Use Management • Natural disaster response and prevention • E-commerce • Awareness of public policies • Academic researches
NGIS -- organization • Nowadays, the task force has 10 working groups. • A planning group is responsible for strategic planning and standardization. • 9 database groups are responsible for building up and maintaining base maps concerning topography, land ownerships, land use and control, transportation, natural resources, environment management, agriculture, socio-economics, etc.
NGIS – the 1st Phase • 1998-2003 • 44 sub-projects in 4 categories: • Regional and local GIS applications • Web based architecture • Technological and supporting organizations • Conducting promotional education and manpower training
NGIS – the 1st Phase Applications • Population census • fire fighting, natural disaster management, regional land use managements, demographic statistics, social welfare, underground pipeline management, etc.
The NGIS Project – the 2nd phase • Short term: 2004-2007 • Medium term: 2008-2011 • Long term: 2012 -
Major Achievements • parcel maps with different coordination systems and scales • topographical maps and aerial photos with individual addresses at 1/1000 of major cities. • Various thematic maps, such as land use, transportation, geology, demography, …
National level National land use planning http://hazard.bp.ntu.edu.tw/urbanweb/ • Web-based • 1/5000-1/25000
Local level Taipei City Government • Public work: • http://addr.taipei.gov.tw • Urban planning • Intelligent Transportation Systems • Land management • Finance and tax
Emerging technologies • Data warehouse / data mining • Open GIS • XML/GML Standards • Service Oriented Architecture (SOA) • Sharing data and analysis functions • GRID computing • Ontology • Knowledge management
Strategies • Consulting team • Public / private cooperation • Golden Map Award • Professional qualification examination
Conclusions • GIS has been applied to government administration affairs, engineering, natural and social sciences, and public health. • Archived maps are still needed to be digitized, vectorized and further utilized. • Historians have employed GIS/ GPS/ Satellite images/ Google Earth to explore facts in ancient time. • There is a strong link with library science in terms of meta-data, map/ feature/ location finding, and knowledge management.
