Mandates and Requirements OPNAVINST 13210.1A Naval Aviation Policy for Aircraft Safety Systems Avionics • Implements direction to comply with Secretary of Defense and Secretary of Navy mishap reduction goals. • Establishes Requirements within 4 Capability areas: • Controlled Flight Into Terrain (CFIT) Avoidance • Latest OPNAVINST update will add Degraded Visual Environment as a subset of CFIT • Crash Survivable Recorder (CSR) • Midair Collision Avoidance Capability (MCAC) • Military Flight Operations Quality Assurance (MFOQA) • Requires PMA209 to aggressively seek science and technology and research and development opportunities. 3
CFIT Avoidance Capability TAWS II provides GPWS, TAWS and will incorporate a Digital Vertical Obstruction Database (VOD) for obstacle awareness. TAWS provides GPWS protection while incorporating GPS data and Digital Terrain Elevation Data (DTED) to provide predictive CFIT protection over flat and rising terrain GPWS provides CFIT protection over flat terrain only
CFIT Avoidance Status • GPWS/TAWS integration, utilizing a Government owned algorithm that functions as either GPWS or TAWS, provides CFIT Avoidance. • GPWS Efforts: - MH-60R/S Fleet Introduction in 2011 • - E-2D completed OT • - H-1 DT in progress • TAWS Efforts: - AV-8B Fleet Introduction in 2012 • - T-45 DT complete • - VH-60N integration/test • - VH-3D requirements development • - CH-53K integration/test • - H-1 8.0 development • TAWS II Efforts: - FY12 start; MH-60R/S Lead Platform • - Incorporates NGA Obstruction Database
CSR Capability • CSR Capability has proven to be a valuable source of data for accident investigation and accident prevention measures. • A potential source for aircraft data to support operational and maintenance tasks beyond accident investigations. • Majority of Naval Aircraft do not have a CSR! CSR Efforts: • Currently procuring and fielding K-VADR on CV/MV-22
CSR Status • Evaluating embedded and In-Line encryption techniques to meet Information Assurance (IA) / Data At Rest (DAR) and NSA Certification. • Not all data is unclassified at all times: • Time, Position in Space, Location & Voice Communications Data recorded to CSRs requires encryption. • Utility in future multiuse recorders to meet CSR requirements while providing additional data storage capabilities. • Equipment Monitoring Units • IMD HUMS
MCAC Concept GPS Leveraging Common Aircraft Transponders To provide mitigation of midair collisions, reducing preventable accidents and preserving valuable warfighter assets.. MCAC Program Status • AIR 4.10 sponsored AoA initiated. • MCAC CDD & CONOPS development underway. • MCAC POR starts FY14; H-1/H-60 funded: • Based on ADS-B receive (in) / transmit (out). • Predictive MCAC will initially be advisory in nature: • Use government developed/owned software.

Take-Aways • GPWS/TAWS: deployed and successful. DVE is an emerging area that will require additional development. • Recorders: evolving; requires additional research to support encryption. • MCAC: Program starts in FY14 with H-1 and H-60 as the lead platforms. • MFOQA: on track for MS decision and fielding with a RFP planned to support Phase 3 deliveries.
