Objectives of the master plan The main objective of the master plan for the Municipal Solid Waste (MSW) management is the minimization of the MSW amount to final disposal concerning the municipality (the example of Preveza, Greece). Drivers: • Economic, environmental and social sustainability • Public participation
Development of the master plan • Evaluation of the current situation regarding waste management in the selected municipality. • Development of waste generation and management scenariosregarding the next decades taking into account the regional planning. • Evaluation of the available rational waste management schemes: • Home and municipal composting • Recycling • Reuse of waste • Production and waste derived fuel (biomass) • Operation of reuse and recycling centres • Landfill restoration

Information campaigns addressed to public Different ways of information campaigns: • ‘door-to-door’ campaign • Dissemination of informational material in public places • Hotline open to the citizens • Events (seminars, conferences, informational visits to schools) • TV and radio programmes and advertisements • Visits to municipalities that have already implement rational waste management schemes • Educational seminars for the waste management municipal personel • Participation of the municipality in national and international networks promoting rational waste management
Recycling scenarios Scenario 1:Increase of the MSW recycling streamby 1%. Scenario 2: Increase of the MSW recycling streamby 5%.This scenario includes informational campaigns. Scenario 3: Dissemination of 250 (660 litres) bluebins in 2010 and 250 in 2014. In this way it has been estimated that the recycling rate will be increased by 30% in 2010 and by 30% in 2014. Informational campaigns will take place in this scenario as well.

Home composting scenarios Scenario Α: Dissemination of 2.500 home composting bins (140 lit) successively(500 bins every 4 years). Scenario Β: Dissemination of 5.000 home composting bins (140 lit) successively (1.000 bins every 4 years).

Municipal composting The implementation of municipal composting scheme will achieve significant waste diversion from the total amound ending up in landfills. In this way it has been estimated that the municipality of Preveza will reduce the WM cost by 250.000 €/year.

Anaerobic Digestion Unit An Anaerobic Digestion Unit (ADU) is proposed to operate in the municipality of Preveza in order to decrease the waste amount ending up in landfills. Biogas, as a result of the ADU operation, can be exploited for thermal and electric energy production.

Conclusions The implementation of rational WM schemes have advantages in terms of environmental, economic and social level. Reduction of WM cost. Claim for lower gate fees by the municipalities. Increase of the sanitary landfill life span. Contribution in the achievement of the EU targets regarding WM.
