The Council of EuropeanMunicipalities and Regions • CEMR: 53 national associations of local and regionalauthorities in 39 European countries • CEMR works to promote a united Europe that is based on local and regional self government and democracy. • CEMR Network on energy issues (renewable energy, energy efficiency, financing, etc.). • CEMR is involved in the Covenant of Mayors’ Office and took the decision to become Supporting structure of the Covenant. • Website: www.ccre.org

The RURENER project is a network of small rural communities that want to reach a neutral energy print at the local level. www.rurener.eu The Network brings tools and methods to support its members’ energy strategy set-up and evaluation. It allows them to share experience, learn from each other and promote their action through mentoring and twining activities.
Collaboration between the Association of local and regional authorities and the Bulgarian Black Sea Coast municipalities on Energy Efficiency, Renewable Energy and Reduction of Greenhouse Gases The Norwegian-Bulgarian project focuses on energy efficiency and renewable energy for reduction of greenhouse gases in public sector in the Black Sea region municipalities. The objective of the project is to build capacity on energy and climate planning in municipalities on the Bulgarian Black Sea coast, and develop Energy and Climate Plans based on the experience from such work in Norwegian municipalities http://www.ks.no/u/English

Covenant of Mayors: a model of multi-level governance in the field of energy Andalousia: the Region, the 8 Provinces and the federation of Andalusian Municipalities and Provinces work together within the Covenant of Mayors to support 481 municipalities. Barcelona: the Province and 128 municipalities received 2 million EUR from the ELENA facility of the European Investment Bank. The € 500 million investment programme is for a large-scale public building refurbishment, installing photovoltaic panels and retrofitting public lighting systems. www.eumayors.eu
CEMR contribution to the consultation on the future Energy Strategy for Europe 2011-2020 “The Energy Strategy of the European Union for 2011-2020 should be the concrete demonstration of a change of paradigm in the governance of European policies. [….] CEMR advocates a full and effective partnership between local and regional government, Member States and the European institutions, in accordance with the new provisions of the Lisbon Treaty. Such partnership should be established in the definition of ambition and policies in the field of energy, and in their implementation”. www.ccre.org
