2. The Wisconsin Student Number Locator System (WSLS) and Individual Student Enrollment System (ISES) were developed and implemented to meet NCLB public reporting and accountability requirements. Because WSLS and ISES are student level data collections, the data can be aggregated many different ways to meet other state and federal data requirements and to answer key school improvement questions. Protecting student privacy is DPIs number one priority and security features have been designed with this in mind.
WSLS is an ongoing data collection maintained throughout the year that is used (1) to assign new Wisconsin Student Numbers (WSNs) to students entering Wisconsin Public Schools and (2) to help ensure that the WSNs stay with students as they move from school to school and district to district. It is very important that each students WSNs be permanent, unique and unduplicated because these numbers are to be used by other data collections and in the generation of reports about your school and district.
ISES is an annual data collection encompassing the 3rd Friday of September enrollment count and several year end indicators from the immediately preceding school term, such as high school completion, dropouts, attendance, grade advancement, and English language proficiency acquisition. We are concerned that hospitalized and incarcerated students are under reported and misreported. Students who are hospitalized or incarcerated in facilities within the district, excluding schools governed by the Department of Corrections and the Department of Health and Family Services, must be reported by the local district. For example, a student incarcerated for 5 days outside the resident district should be exited from the resident district which was providing services, enrolled in the district of the jail for the short duration, exited and then re-enrolled in the resident district when the student returns. to meet requirements of ESEA and Wisconsin School Performance Report The federal Individuals with Disabilities Education Improvement Act (IDEA) of 2004 requires a major expansion in the discipline data reported to the public and the US Department of Education. This expansion takes effect beginning with the collection of 2006-07 discipline data from Wisconsin school districts and non-district charter schools in the summer and early fall of 2007. It is not too early to consider changes in your districts local discipline data record-keeping procedures in order to prepare for this change.
Discipline data required by state law and a more limited range of IDEA-required data has over the past several years been collected as part of the Wisconsin School Performance Report (SPR) aggregate collection. This collection is already extensive, and confusing, and we believe change is needed to improve data quality.
After a thorough review of the new IDEA requirements, DPI has concluded that collecting the expanded set of discipline data in the SPR aggregate collection is no longer a feasible alternative to a student-level discipline collection. Consequently, the 2005-06 will be the final year of the WI SPR discipline collection. The required 2006-07 discipline data will be collected from districts and nondistrict charter schools as part of the Individual Student Enrollment System (ISES). With this change it will also be possible to eliminate the collection of school-safety and discipline data in the ESEA Consolidated End of Year Report. 45. Days Removed
CORRECTION 3/29: Days Removed will not be reported in the same manner as Attendance. Days Removed should be reported as 1.0 or 0.5 depending on the portion of the student's day rather than the portion of the regular school day. Days Removed is rounded DOWN, while Days of Attendance is rounded UP. Removals for less than half the student's school day should not be reported. For example, a student with an alternative schedule such as 2 periods every morning would be reported in the ISES TFS with 5 half days or 2.5 days of possible attendance per week. If this student was suspended from 2 calendar days of classes, the student would have 2 Days Removed. Consider another student suspended for less than half of his or her school day plus 2 subsequent days. 2 Days Removed would be reported as removals from less than half a day should not be reported. If a student was suspended for greater than half of his or her school day, but less than a full day, then 0.5 Days Removed would be reported.
Days Removed and Services Provided are only collected for the current term (term in which the removal date occurs), as this is the manner in which the data was collected in the SPR application.
Return to School / Expulsion Return Year
For expulsions which span multiple terms, Return to School will be gathered during the collection year where the Expulsion Return Year = Collection Year. No other information in the removal or incident will be modifiable.
If a student is expelled from 12/04/06 -12/03/07, the Expulsion Return Year will be 2008.
