About the client • Department of information and analytical support of the state government of Yaroslavl region (DIA) is an executive authority and is responsible for the preparation and analysis of various information, necessary for the activity of public authority of the Yaroslavl region. • The authority of the Department includes the task of forecasting the economic situation, the development and modernization of information systems and resources, the introduction of electronic document circulation between public authorities of the Yaroslavl region and etc. • Information and analytical Department is also responsible for keeping the Register of state information resources of the Yaroslavl region.
Situation • There was a significant amount of information systems and the databases developed both by employees of public authority of the Yaroslavl region and external developers at the end of 2008. • These decisions were developed on various platforms and had various storages of data. Besides, some systems couldn't be modernized due to the lack of initial codes or the termination of support from developers. • Administration of disparate systems is also a major limitation in their use. • These factors greatly reduce the efficiency of government employees, which significantly affected the timing of the various administrative decisions. • Besides the impossibility of operative, analysis and use of various information reduced its value.
Client’s needs: • for integration of different information resources in a common information knowledge base; • for creating of powerful data storage and search engine; • for creating comfortable environment administration and development, with a high level of security. • In addition to this system were presented serious requirements on the subject of opportunities for joint use of the documents, the publication of resources in the public domain and opportunities not only the organization of the backup storage, but rapid data recovery in case of emergence of critical situations.
Tasks of the project • Design and development of a common platform for storage, processing and search of the necessary information using only the subtle client; • Migration of the existing system to the new platform; • Use of available IT infrastructure of the customer; • Implementation of a search engine to search through the documents and their contents; • Migration of different information systems and resources of the created platform; • Development of additional functionality; • Introduction of technologies of display the contents; • Increase of efficiency of joint work of employees; • The ability to reduce costs through the use of modern technology.
Solution Considering the needs of customers, the ALAN Company proposed implementation of a solution for building a knowledge base on the platform of Microsoft SharePoint Server 2010 certified by Federal service for technical and export control of Russia, and the search engine Microsoft Fast Search Server 2010 for SharePoint, which will be designed to: • The modernization and expansion of existing systems and adding new information resources and technologies; • Organization of a unified data storage; • Provide through search of documents and their contents; • Integration with other information systems and resources devoted to the work of public authorities of the Yaroslavl region.
Solution Significant advantage of this solution is the ability to integrate and use the following functional above products: • Microsoft Lync Server 2010 - notification of the presence of the users and the organization of conferences and use of the service corporate telephony, will allow efficient organization of business communication and operational work with documents; • Microsoft Exchange Server 2010, exchange of electronic messages, letters, documents, organization of meetings, appointments, contacts, and calendars will ensure the effective development, introduction and analysis of data stored in the knowledge base; • Microsoft SQL Server 2008 R2 - use of the possibilities of the reservation information, clustering in the Active-Passive mode, will provide the knowledge base in the event of failure of the primary equipment; • Microsoft System Center Data Protection Manager 2010 - the possibility of organizing not only the backup storage of data, but also compute their recovery, will allow to organize an uninterrupted work of a knowledge base and restore the information accidentally damaged or deleted by users.
The reasons of our choice are the following indicators: The main reasons for which the ALAN Company chose solution based on Microsoft SharePoint Server 2010 and Search Engine Microsoft Fast Search Server 2010 for SharePoint are: • Reduction of expenses; • Simplicity of ensuring high availability and emergency restoration; • Simplicity of administration and smaller dependence on a support service; • Convenient access to information; • Increase of efficiency of users; • Observance politician of preservation; • Information is protected from viruses. Microsoft SharePoint Server 2010 helps to protect the stored information due to the fact that the built-in protection from spam and support for a wide range of anti-virus products of exterior developers.
We faced with following difficulties: • Full or partial lack of source code migrated products and solutions; • Lack of carriers of knowledge about available solutions and technologies that were previously implemented by the Customer; • Termination of the support of the existing decisions on the part of foreign developers; • The presence of the encrypted content in some migrated products; • The absence of direct mechanisms of migration data, the need to develop additional software for migration; • Limited time period.
The main components of the architecture of the knowledge base «DIArama» are: • The domain controller; • The database server Microsoft SQL Server 2008 R2 is used to store the database on Microsoft SharePoint Foundation; • The farm consisting of three Microsoft SharePoint Server 2010 SP1 servers. It is used for the access and display. On these servers roles are placed: Web service Web Analytics, SharePoint Server search, service of data processing of Web Analytics, service of profiles of users, service of the timer of working processes of Microsoft SharePoint Foundation, administration center, service PowerPoint, service Word Viewing, service of parameters of sites and inquiries of search, service of calculations of Excel; • Server farm FAST Search Server 2010 for SharePoint SP1 is used for indexing and organizations search by content; • Microsoft Data Protection Manager 2010 is used for backup and recovery; • Microsoft System Center Operations Manager 2012 is used for the monitoring of the system; • Microsoft System Center Virtual Machine Manager 2012 is used for placement and administration of the virtual machines.
Advantages • Single sign and authorized user access, full integration with a directory service; • The possibility of the effective administration; • Ability to index and search not less than 100 million documents; • Possibility to use the media library; • Possibility of opening the users of the knowledge base of Microsoft Word documents, Microsoft Excel, Microsoft PowerPoint, Microsoft OneNote using the browser; • New search engine on the basis of Fast Search Server 2010 for SharePoint; • Secure communications between all parts of the knowledge base; • Reduction of the level of the overall costs of maintenance of the knowledge base «DIArama»; • New functional module of knowledge base «DIArama»: State reference data base of legal acts of public authority of the Yaroslavl region; • New functional module of knowledge base «DIArama»: the Base of data of the statistical information; • New functional module of knowledge base «DIArama»: «Infoteka», intended for the input, accumulation, content-analysis and monitoring of mass media messages, as well as for monitoring and analysis of the socio-political situation in the Yaroslavl region, implemented in the framework of the knowledge base «DIArama» • Integration with the system of electronic document circulation «Directum»; • Integration with the regional information-analytical system of the Yaroslavl region; • Integration with the analytical systems «X-files» and «Analytical courier» Close corporation «I-Teco».
Results of the project The developed solution allowed: • to consolidate in one place a few scattered earlier systems and sources; • to provide centralized storage; • to providesearch and retrieval of unstructured and semistructureddata. Using this solution will significantly: • to reduce time costs; • to improve productivity; • to improvequality of decisions made both by individual employees of state power of the Yaroslavl region, and the regional administration in general.
