6. Process Change • Eliminates the pretest requirements or testing prior to incorporating these materials into the project as previously performed for traffic marking materials • The process permits the department to perform random sampling.

Section 6 6-5.12 Materials Accepted Based on Manufacturer’s Certification:The Engineer will accept certain manufactured products for use on Department Contracts upon receipt of a satisfactory certification stating that the product meets the acceptance criteria requirements of the Department’s specifications. Manufactured products whose acceptance is based on a manufacturer’s certification are so identified in the appropriate Division III Sections of these Specifications. The Engineer reserves the right to sample these materials in accordance with the provisions of this section. Manufacturers may obtain the sample certification forms through the Department’s web site. 12. Certification Requirement 932-1.1.1 Certification:The Contractor shall provide the Engineer a certification conforming to the requirements of Section 6 from the manufacturer, confirming that the preformed joint filler meets the requirements of this Section.

13. QPL Requirement 932-1.1.2Qualified Products List: The preformed joint used shall be one of the products listed on the Department’s Qualified Products List (QPL). Manufacturers seeking evaluation of their product shall submit an application in accordance with Section 6.

19. Material Manual Group 3 5.4.5.1.3Group 3: Manufactured Products. These materials are manufactured products listed in QPL, and are identified in individual material specifications. These materials are accepted based on manufacturer’s certification. The Contractor will submit individual certifications as the materials arrive on the project site. The Project Personnel will acknowledge receipt of all Certifications and compliance of the materials with the Specifications in the “Project Manager/ Resident Engineer’s Materials Statement” to the materials office.

20. Material Manual Group 4 5.4.5.1.4Group 4: Incidental materials. These materials are manufactured products not listed on the QPL. In addition, any product/ material requiring only installation on the project site can be considered Incidental Materials. Such materials are identified in individual material specifications.These materials are accepted based on Manufacturer/ Producer’s certification. In addition to Manufacturer/ Producer’s certification, the Contractor will provide certification warranting the In-place products.The Contractor will provide one certificate covering all the materials used within the project limits detailing scope of work. The Project Manager/ Resident Engineer will certify that all Certifications were received and the materials were found in compliance with the Specifications. The Project Manager/ Resident Engineer will acknowledge receipt of all Certifications and compliance of the materials with the Specifications in the “Project Manager/ Resident Engineer’s Materials Statement” to the materials Office.

37. How The Process Works • The Contractor is responsible for the material used • The Contractor is responsible to receive the certification from the manufacturer • The certification must be presented with the manufacturer’s letterhead

38. Contractor Responsibilities • The Contractor is responsible to verify the completeness of the certification • The Contractor is responsible to provide an acceptable certification to the Project Engineerbeforeincorporating the material into the project

Project Personnel Responsibilities • Report the receipt of certifications • Verify certification completeness, making sure QPL numbers are correct through the internet or LIMS • Make sure batch number on certification matches the material’s batch number used in the project • Certification should NOT be accepted after incorporation into project

Project Personnel Responsibilities • If the received certification does not meet the department’s requirements, the contractor is responsible for obtaining the correct certification, BEFORE incorporating the material into the project. • Any material used without proper certification will be considered a failure.
