  2. Overview • MSUO: Goals and Outcomes • Project-to-Project Co-operation on Project Development • Maritime Policy: Source of Projects? • Future Role of MSUO • Contacts

  3. MSUO: The Goal (2005-2006) An INTERREG cross programme enhancement that assists Interreg Maritime Safety projects by: • Providing a European and International Networkfor co-operation on maritime safety; • Promoting project outcomes to establish Europe and partners at the forefront of maritime safety activity; • Increasing project competence in maritime safety by closing gaps in knowledge and encouraging cooperation; • Assisting programmes to become a collective driving force for maritime safety on the European and international agenda

  5. Umbrella Outcomes • Communication of Information - between projects - national, European and international level • Project to Project Cooperation (PPC) - Prevention - Preparedness and Response - Integration • Project Development

  6. Project Development PPC Objectives and Outputs: Phase 1: • Identify maritime themes for new programme period • Identify potential partners • Identify transnational areas for undertaking projects • Produce Phase 1 report Phase 2: • review project themes against Transnational programme guidance issued by DG Regio • Identify which project themes are suitable for funding • Suggest funding methods • Produce Phase 2 report

  7. Future Projects: Sources of Information and Ideas • DG Regio Guidance for future transnational programme • EU Maritime Policy Green Paper • Regional Seas Programme (UNEP) • Marine Strategy Directive COM(2005) 505 Final • Third Maritime Safety Package (and previous Erika I and II packages) • IMO Conventions and Guidance • Motorways of the Sea Initiative • Existing Projects See MSUO Future Options Report, due end June 2006

Future territorial co-operationTransnational / Cross-Border (2007-13) Integrated territorial development: • Current suggested budget: 7.8 bill Euro • Partners from at two or more countries • Strand A: Cross-border co-operation (73.86%) -for solving local problems -strategic projects along maritime borders • Strand B: Transnational Co-operation (20.95%) - no longer studies and plans but concrete, strategic projects important for whole area. MSUO Question: Strategic Project= Practical implementation of maritime policy?

  9. Future territorial co-operaionTransnational / Cross-Border (2007-13) Focus on: • Innovation, RTD, enterprises • Environment, water management, risk prevention – incl. maritime safety • Improved accessibility, transport, information and communication technology • Sustainable urban development

  11. EU Maritime Policy Green Paper • Sustainable development • Co-operation (member & non-member states) • Holistic approach- integration of policy • Protect biodiversity • Build upon EU Policy (Marine Strategy, Lisbon, etc.)- stimulate growth & improve marine resources • Ecosystem Approach • Link to UNEP? http://ec.europa/maritimeaffairs

  12. EU Maritime Policy Green Paper Green Paper built around series of questions • How can maritime policy contribute to maintaining our ocean resources and environment? • How can a maritime policy further the aims of the Marine Thematic Strategy (Marine Strategy Directive)? • How can risk assessment best be used to further safety at sea? (S@S and MSUO PPC 1a) • What are the principles and mechanisms that should underpin maritime spatial planning systems? • How can systems for planning on land and sea be made compatible? • Others: Climate Change, jobs, technology, etc. MSUO: Can Transnational & Crossborder Projects be used to answer these questions?

  13. Regional Seas Programme (UNEP) • Sustainable management of marine & coastal resources • Joint cooperation and actions by coastal states • Function through ‘Action Plans’ • OSPAR (NE Atlantic), HELCOM (Baltic) & MAP (Mediterranean) • Projects should function within framework- -partnerships, policies, -projects should implement actions

  19. HELCOM/Copenhagen • Maritime Group (HELCOM MARITIME) - ensure adopted regulations are observed & enforced effectively & uniformly through close international co-operation -to identify and promote actions to limit sea-based pollution while ensuring safe navigation. • Response Group (HELCOM RESPONSE) - ensure swift national & international response to maritime pollution incidents - ensure in an accident the right equipment is available & routines are in place to respond immediately in co-operation with neighbouring states -analyse developments in maritime transportation around the Baltic & investigate possible impacts on international cooperation with regard to pollution response -to coordinate the aerial surveillance of maritime shipping routes to provide a complete picture of sea-based pollution around the Baltic, and to help identify suspected polluters
