  2. Context • The low mountain ranges Blackforest and Swabian mountains are topologically highly difficult areas in Baden-Württemberg • The aim to achieve full broadband coverage by the end of 2010 will only be achievable with the help of satellites

  3. Satellite as a broadband medium • Satellites are able to offer broadband services as point-to-point connections from the orbit, independently from their location on the earth surface • Restricted by the fact that latency is 0,5 seconds • Real-time-applications in the field of broadband coverage are restricted

  4. Approach - 1. Step - • Six small communities were chosen to take part in the pilot project BELIB • In the districts of Heidenheim (Swabian Mountains), Rottweil and Rastatt (Central Blackforest) as well as Waldshut and Lörrach (Hochschwarzwald).

  5. Approach - 2. Step - • Every community conducted a market survey in order to make sure that satellites are the only alternative to provide broadband services • Eutelsat and SES Astra, the only satellite operators in the EU, presented themselves • Inhabitants were asked to give their opinions

  6. Approach - 3. Step - • Based on the communities' market surveys and the public inquiries satellite operators should make their bits and determine their thresholds of profitability • The gap in profitability is defined by the difference between the current retail price for the satellite output (DSL 1.000) and the retail price the retail price for broadband services outside this area

  7. Participants • Gemeinde Dachsberg/Ibach, Landkreis Waldshut • Gemeinde Dornhan, Landkreis Rottweil • Gemeinde Eschbronn, Landkreis Rottweil • Gemeinde Forbach, Landkreis Rastatt • Gemeinde Niederstotzingen, Landkreis Heidenheim • Gemeinde Sulz, Landkreis Rottweil
