Moz-SAKSS Evidence-based planning, decision making and policy dialogue Key Agric. Sector STAKEHOLDERS (Ministries, Other research organizations, UEM, Farmers Organizations, Private Sector, SIDA and other DP)
Three major activities: 1. Agriculture sector performance assessment (adapted CAADP M&E framework to Mozambique) 2. Agric. Information needs assessment (and reinforcement of the Information management system) 3. Support to CAADP process 4. OTHER activities: Irrigation Strategy development and support to MINAG in preparatory steps towards implementation of the IS (2010)
(1) Agric. Sector Performance Activity (1) Outputs Annual outlook report 2010, focusing on Agric. Expenditure Review (2008-2009) Annual outlook report 2011, focusing on Trade Policy briefs based on 2010 & 2011 reports Validation and Policy dialogue events • Sub-activities: Agreeing on assessment indicators; participatory data collection and report writing; sharing preliminary results; launching and stakeholders policy dialogue • Research question: What progress has Mozambique made toward achieving the CAADP agricultural targets (allocating 10% of national budget to agriculture, 6% AgGDP growth)?
Information Needs assessment Activity (2) Output An Information note, highlighting: - Information cycles - Data collection and validation issues - Fluxes of INFO ( ) - Human capital development - Structural capital development - INFO users satisfaction • Sub-activities: Sharing the concept note with MINAG/DE; sharing the draft with key stakeholders; submitting the final version to MINAG/DE • Research question: To what extent has the MINAG/IMS been responsive to the previously (2005) identified information needs of MINAG (based on the system objectives)?

Outputs: • CAADP Communication strategy document; • Paper on MOZ CAADP process (www.caadp.net/pdf); • Water management for agric. as part of PEDSA pillar III ; • MOZ CAADP compact (co-writers)
(4) Mozambique’s Irrigation Strategy Activity 4 (Other activities) Output Consultation Workshop (June 20, 2010) An Irrigation Strategy (approved by C. M., Dec 2010); Discussion paper (Irrigation strategy) Sub-activities: Retreat with MINAG/ Irrigation team; local and regional (IWMI-SA) support to the IS formulation process; stakeholders consultation workshop to discuss the draft; co-writing the final version; involvement in preparatory steps towards implementation of the IS
Some challenges in implementing IWMI led activities… • Limited (access to) data sources • Quality data issues • Difficulties in implementing joint research/ capacity building activities with some local partners • Difficulties in implementing (consistent) policy dialogue • Limited sharing of research outputs (RO) among decision makers • Limited use of RO in planning and decision making processes
About IWMI Future in Mozambique • Supporting the implementation of PEDSA pillar 3 – especially in implementing the Irrigation Strategy and Irrigation Plan • Supporting MINAG/DNSA in the development of the Irrigation Sub-sector investment strategy in the context of CAADP Pillar 1 and PEDSA pillar 3 • Supporting MINAG in developing strategies for scaling up agricultural water management solutions for Rain-fed Production systems • Helping to optimise the performance of existing irrigation systems and developing an M&E system for the irrigation sub-sector
