Gaming Tasmanian Gaming Commission • Role is to ensure Gaming is conducted fairly, honestly and free from criminal influence • Treasurer can give directions (but not in relation to exercise of statutory functions) • Supported by LAGB
Licensing Board Responsibilities: • Hearing applications for new liquor licences • Determining applications by the Commissioner to cancel or suspend liquor licences or permits • Hearing appeals made against decisions of the Commissioner
Commissioner for Licensing Responsibilities: • Administering applications for licences and permits • Ensuring people are qualified to hold a liquor licence or liquor permit • Granting liquor licences following a direction from the Licensing Board • Transferring liquor licences from one person to another
Commissioner for Licensing Responsibilities cont: • Issuing interim authorities for people to act as licensees • Issuing liquor permits • Cancelling liquor permits (in circumstances permitted under the Act) • Applying to the Board for liquor restriction orders and for the cancellation and suspension of liquor licences
Issues: Cultural change to reduce the incidence of drunkenness and alcohol-related violence Ensuring an effective system for controlling the supply of alcohol Provision of effective interventions to improve health and wellbeing Community safety and amenity Intoxication High risk groups (young people) and high risk behaviours (binge drinking). Tasmanian Alcohol Action Framework
Player Protection Measures Summary: • Enhanced training for gaming staff • Further limits on the use of cheques • Reduced maximum lines payed on gaming machines • Reduced bet limits on gaming machines • Reduced cash input limits on gaming machines • Improved information to players on gaming machines • Mandatory Code of Conduct • Legislative measures
Out of Hours Permits Legislative requirements: • Required for trading between midnight and 5am • Authorises sale during times specified and subject to conditions • Commissioner must be satisfied that sale of liquor will not cause undue annoyance and disturbance or disorderly conduct
Out of Hours Permits cont Commissioner’s considerations: • Size and nature of the venue and/or the event • Ratio of security staff to patrons • History of alcohol related incidents at the venue and of any previous out of hours permits • Any concerns raised by Tasmania Police in relation to the venue and/or proposed event • Closer to 5am, the greater the scrutiny
