SAFETY AND CONTROL OF FOOD NVS policy in the field of food safety is based on the existing European legislation governing the requirements for health and welfare, the requirements for food of animal origin, the obligations of farmers, processors, retailers and enforcement bodies.

SAFETY AND CONTROL OF FOOD • NVS performing official controls at all stages of production, processing, transport and distribution of food, the systematic risk-based with appropriate frequency, to verify their safety. • Control of food safety is carried out "from farm to fork". Control is applied to verify compliance with the food requirements of European legislation.
CONTROL OF FOOD • Competence of NVS: control of food of animal origin entire food chain, including their import, export, transportation and trade in the EU; Control of animal health and welfare; border control; control of animal food and feed; control of animal products; Control of Veterinary Medicinal Products (VMP).

CONTROL OF FOOD The main activity of SVCS is associated with the development of policies and controls to perform the following activities: compliance with regulations of the "hygiene package" to carry out official controls by the authorities of SVCS; control the production and marketing of foods of animal origin in order to verify compliance with legislation to ensure the safety of food of animal origin throughout the food chain; protecting consumer health by eating foods of animal origin; building control system which is based on certain principles - the degree of risk, flexibility, proportionality, etc.;. strengthen the confidence of consumers to marketed food and bodies performing their control; ensure coordination and interaction with the various inspection services, which is a prerequisite for more effective control; assessment and categorization of risk in the production of raw materials and foods of animal origin; improve the overall organization and management of official controls at national, regional and local level, including official controls in individual establishments.
CONTROL OF FOOD Main focus on creating plans action and their application to: The approval of trade with member countries; compliance with the requirements of enterprises in transition; Classification dairies (MSP) and compliance requirements for the category during the transitional period.
OFFICIAL CONTROLS • The official review of compliance with legislation on foodstuffs is carried out under Regulation (EC) 882/2004Checks are carried out under Manual inspection of establishments producing raw materials and foods of animal origin
OFFICIAL CONTROLS The checks, except structure and equipment establishments, must be inspected and the identification of products, application of NACCR and conducted simulation exercises for traceability must be done.
OFFICIAL CONTROLS Inspections of establishments must include: conditions of extraction, production, processing, storage and transportation facilities and food trade; implementation of NACCR system or, if applicable - procedures based on the principles of hazard analysis and critical control points; traceability system that includes intake of animals for slaughter and / or incoming materials, intermediate products and finished food;
OFFICIAL CONTROLS • requirements for health and identification mark for the national and EU market;separate storage, marking and traceability of raw materials and food imports;requirements of Strategy to improve the quality of raw cow's milk and separate purchase and processing of compliant and non-cow's milk.
REGISTER OF COMPANIES • For existing and operating businesses and items for wholesale in Bulgaria to keep a public register which is published on the website of NVS www.nvms.government.bg The register includes the following groups of sites: - Enterprise and wholesale stores for food: - Approved for marketing in the EU; - For trade only in Bulgaria; - Special items for retail sale; - Business and warehouses for ABP
National multi-annual inspection plan • For the purposes of official control was developed multi-national control plan and instructions to it The overall objective of the multi-national control plan is to create a system to monitor compliance of laws by producers and traders of raw materials and foodstuffs of animal origin The main objective is to ensure effective control, consistent with the uniqueness of each site and the potential risk that it brings. Based on certain criteria, assess risk based on which to determine the frequency of the checks of any enterprise.
CONTINGENCY PLAN Introduced an operating plan in an emergency (contingency plan). This plan defines the measures, procedures for notification, investigation and action where it is found that raw foods of animal origin pose a serious direct or indirect risk to human health, is unlikely to be prevented, eliminated or reduced to an acceptable level by existing legal provisions to establish the reasons for its occurrence and take immediate action by the authorities of SVCS regional and central level. Plan sets and levels of interaction and how to notify other departments and agencies in Bulgaria, the other member states and third countries.

PRIORITIES • Implementation of control measures to take full responsibility of manufacturers and retailers of food to ensure food safety throughout the supply chain Attracting consumers to shop informed and to alert the NVS in all detected cases of discrepancies Increased coordination and cooperation in joint activities with other supervisory authorities in the field of food safety Continue the good cooperation with industry organizations, associations and unions
PRIORITIES Producers, processors, traders, consumers and industry organizations and authorities should work together to improve food safety and compliance with the requirements of legislation to protect consumer health and ensuring food safety in Bulgaria.
