Is the COP required to meet each time a rule or regulation is issued? • NO, in emergency situations where a rule or regulation must be issued within a very limited time to assist LEAs with program operation, the SEA may issue a regulation without prior consultation, but shall immediately thereafter convene to review the emergency regulation before issuing in final form.
