Project of the European Bank for Reconstruction and Development (EBRD) (2009-2011): “THE REGULATORY FRAMEWORK FOR ENERGY EFFICIENCY IN BUILDINGS TOWARDS THE EPBD (the Energy Performance of Buildings Directive)” supported by THE EBRD SHAREHOLDER SPECIAL FUND
The legal framework for the energy efficiency (EE) in buildings [1] • The Law No 137 dated 26 July 2011 "On the energy efficiency in buildings"; • Decree of the Government of KR No 531 dated August 2, 2012: • Regulation for energy certification of buildings; • Regulation for regular inspections of boilers, heating systems and hot water supply.
Following the Act (enacted by Order № 143 of the State Construction Committee, May 28, 2013) the following building regulations were put into operation: • SNIP 23-01:2013 "Building Heat Engineering (Thermal Protection of Buildings)", • SP 23-101-2013 "Design for Thermal Protection of Buildings",
Indicators calculation method for specifying the energy efficiency of buildings and the energy efficiency category for energy certification of buildings; • Guidelines for regular monitoring of the energy efficiency of boilers, heating systems in buildings and hot water supply; • Guidelines concerning the supplement with calculations for energy certification of buildings (based on Microsoft Excel);

Conclusions • It is important to encourage the private sector, business and local financial institutions like activity at the political level concerning public institutions and civil society • Green Loans available with incentive grants to the private sector, businesses and municipalities • Civil society organizations have their expertise on various sustainable development issues (analytics, lawmaking, international processes and communities’ mobilization) as well as the positive experience of cooperation between CSOs and governmental agencies • The institutional support of thematic networks for promoting sustainable development and effective implementing of projects, as well as improving their monitoring has to be provided
