Section 1207 Authority • Two-year authority granted to DoD in FY07 NDAA Section 1207 • Provide “unclassified electronically distributed learning content” and supporting “information technology” to “friendly foreign countries” • Develop and enhance capabilities for multinational operations through education and training of military and civilian personnel • 1 Oct 07 DepSecDef memo delegated execution authority to USJFCOM • Subject to policy guidance of USD (P) • In consultation with CJCS, Defense Agencies, and RCCs • Disseminate through JKDDC and “other programs that may evolve” • Reports due to HASC and SASC on 31 Oct 07 and 08 “Friendly foreign countries” are those that participate with US in security cooperation agreements, participate or are likely to participate with US forces in coalition operations, or are otherwise historically recognized by US as friendly

  2. 10 USC 2249DAuthority • FY09 NDAA Section 1205 granted DoD permanent authority, codified in 10 USC 2249D • Added “with the concurrence of the Secretary of State” • Annual report to HFAC / SFRC as well as HASC / SASC • Implementing DoDI currently in coordination (USD P&R signature) • DoDD version seen by some • USJFCOM again delegated implementation authority • Annual report due 31 Oct, so DoDI timeline tight • Participating countries and type, quantity and cost of learning content and/or information technology provided in preceding FY • Reporting overlaps DL portion of Annual Foreign Military Training Report required by 22 USC 2416 of Foreign Assistance Act of 1961 • Expect DoDI coordination ASAP; report inputs will be due o/a 31 Aug
