Branch objective BRANCH POLICY AND REGULATION PURPOSE Ensure that the country’s water resources are protected, used, developed, conserved, managed and controlled in a sustainable and equitable manner for the benefit of all people. However, Branch Policy and Regulation has two programmes with distinct functions, namely: PROGRAMME 2: WATER SECTOR MANAGEMENT The purpose of this programme is to ensure that the country’s water resources are protected, used, developed, conserved, managed and controlled in a sustainable manner for the benefit of all people and the environment through effective policies, integrated planning, strategies, knowledge base and procedures. PROGRAMME 5: WATER SECTOR REGULATION The purpose of this programme is to regulate or govern and control the use, development, conservation and management of water throughout the value chain within the provisions of the relevant legislation.
Programme 2: Sub Programmes Policy and Planning Management and Support oversees the overall management and oversight of the programme by ensuring effective and efficient operation of the office of the deputy director general. Integrated Planning develops comprehensive plans that guide infrastructure development, systems and services management within the water sector. This entails developing reconciliation strategies, feasibility plans, an integrated hydrological plan, options analysis, and macro planning. Policy and Strategy develops, maintains, monitors and reviews the implementation of water sector policy to ensure reliable and equitable water supply and services. Water Ecosystem develops and implements measures to protect water resources. This entails classifying systems, determining reserves, and conducting resource quality audits and resource directed measures of compliance.
Programme 2: Sub Programmes cont.. Water Information Management ensures the development and maintenance of systems and programmes for data and information acquisition and management, builds the knowledge base on all aspects of water, and coordinates and audits implementation by the department, catchment management agencies and other water management institutions or agencies. This entails providing resource quality information services, spatial and land information management, water information quality assurance and audits, information programmes, and surface and ground water information services. Institutional Oversight involves institutional governance of all water institutions, facilitates the establishment and development, support and oversight of water institutions. This entails providing institutional support, establishing Catchment Management Agencies (CMAs) and providing advisory services. Water Services ensures that all people in South Africa have access to effective, sustainable and affordable water services through policy and legislative framework, information and planning, support as well as monitoring , evaluation and reporting
Programme 5: Sub Programmes Regulation Management and Support ensures the overall management and oversight of the programme. This entails providing strategic support to all sub-programmes. Economic and Social Regulation ensures that pricing is efficient and cost reflective, achieves value for money for consumers and, where appropriate, that tradeoffs are made between the cost quality of services and sustainability of services. This entails devising finance and pricing strategy. Water Use Authorisation authorises all water use activities in South Africa by using regulatory instruments such as licensing and water allocation reform. Drinking Water Quality and Wastewater Services regulates the quality of drinking water and wastewater by using both incentive regulation such as the blue drop and green drop certification programmes as well as enforcement tools such as : monitoring drinking water quality; ensuring drinking water standards, wastewater treatment and processes; and accurate processing of water information.
Programme 5: Sub Programmes cont… Resource Regulation regulates the use of resources through setting water licence conditions. This includes dam safety regulation, and water use regulation, including abstraction, storage, in stream water use, stream flow reduction water use and water uses relating to waste. Compliance Monitoring coordinates and monitors compliance to standards, licence conditions and regulations across the full water value chain including water resources, dam safety, water hazards and water services. Enforcement ensures that appropriate legal action is taken against all unlawful water users. This entails monitoring and investigations, legal support and enforcement support.
Structure: Chief Directorate - Institutional Oversight Purpose: To provide oversight on water institutions where the Minister of Water Affairs is the primary shareholder. This includes water boards, the TCTA , water management institutions (CMAs, WUAs) and WRC. The CD will transfer an amount of R49.3 million to the BOCMA and ICMA
Structure: Chief Directorate – Integrated Water Resources Planning Purpose: develops comprehensive plans that guide infrastructure development, systems and services management within the water sector. This entails developing reconciliation strategies, feasibility plans, an integrated hydrological plan, options analysis, and macro planning.

Structure: Chief Directorate – Water Eco-systems • Purpose:Development and implementation of measures to protect water resources, including prevention of the pollution and remedying the effects of pollution of freshwater ecosystems in accordance with provisions of Chapter 3 of the National Water Act (1998). This includes environmental management aspects as expected of DWA by NEMA and other associated resource management legislation.
Structure: Chief Directorate – Water Resources Information Management Purpose: Develop and maintain the systems and programmes for data and information acquisition, assessment and management. Also too coordinate, support and audit their implementation by the Department, Catchment Management Agencies (CMAs) and other Water Management Institutions (WMIs).
