Established in Porvoo in April 2002 A co-operation network for parties in charge of public certificates for citizens Information exchange on eid-experiences and national eid-projects in Europe Porvoo Group • Develops the general usage of public certificates in The European Electronic Communication • Promotes the use of certificates and aims at making it easy and, where possible, a uniform solution for the European Consumers

Porvoo Group is the only European level interest group with focus on e-ID It has a good EU level representation Approximately 20 countries Mostly represented by the governmental agency responsible for the management of the local e-ID deployment/plans/projects THE PORVOO-GROUP – ADDED VALUE It is the best group to represent the e-ID ”community” requirements in Europe • Porvoo Group is already recognised by many as the ideal partner to talk on pan-European e-ID • Profile of participants and level of practical contributions demonstrate high motivation and commitment • Most credible group to promote interoperable e-ID implementations in Europe

Recognising the important developments underway in the high interest topic area “Biometrics in Passports and ID-cards” the Porvoo Group expresses it immediate need from the eID card perspective for an international standard template for fingerprint minutiae. This position will be communicated to the CEN/ISSS Biometric Focus Group. Strategies / Next goals

The Porvoo Group highlights the need for strong positive horizontal co-operation in establishing and maintaining real interoperability between CAs and supports the provision for interoperability aspects to be included in international standards in the smartcard, certification infrastructure, and biometric domains. The Group also re-affirms the Common Requirements as laid down in the WS eAuthentication final deliverables Parts 1-3 currently issued by CEN for public review. Strategies / Next goals

Rationale for fingerprint - mature technology - well accepted by the public (various reports) - well suited for on-line unattended verification purposes - relatively cheap infrastructure (low sensors costs) - well positioned to support interoperability • Rationale for template standard - privacy enhancing solution (no image needed in the card) - less memory capacity needed in the chip - fast matching on card with relatively small processor (costs) - well positioned for next step of extraction on board card • - the fingerprint templates will probably be stored in a CBEFF - its up to the individual memberstates how many fingers will be enrolled but a minimum of 2 seems advisable
