  17. Pay Protection Pay protection is a one off cost. Protection is for a period of 6 months from date of implementation. Current proposed implementation date is 1st April 2014 Protection known as ‘Bucks Pay’ will cease on implementation 17

  22. Restructuring - Music Service October 2013

The challenge… • Milton Keynes Council has a cumulative budget gap of £45.1M by 2016/17 • One of the agreed areas of saving is the music service and adult education • In total the savings amount to the withdrawal of £665K • Savings are staged: £277K in 2013/14, £288K in 2014/15 and £100K in 2015/16 • Many other areas have had to take taken similar action • Milton Keynes Council remains committed to both music and adult education

Meeting the challenge… • Integration of music and adult education • Reduce management and administrative costs • Make savings on facilities, supplies and services • New staffing models • Reduce the number of permanent employees – smaller core team • Greater use of self employed tutors • Greater income generation • Fees – full cost recovery • Maximising external grant income • Additional financial viable services and activities

Current activity • A 45 day staff consultation process started on 26 September. 115 staff have been issued with an ‘at risk letter’ • Questions and comments during this period are welcome and can be shared with David Rose on david.rose2@milton-keynes.gov.uk • Final business case likely to be approved in November with the slotting in and appointment processes completed by the end of December. • Notice periods will run until March with a target implementation date for the new staffing model in April. It would be helpful for schools to consider now what they want (if anything) from the music service going forward - for example are there new or changed service offers that would be welcomed.

Admissions In order to enable the system to work and for us to remain compliant with the Admissions Code we need: (2.21) There is no requirement for local authorities to co-ordinate in-year applications for the offer year 2013/14 and all subsequent years, but they must provide in the composite prospectus how in-year applications can be made and will be dealt with. Local authorities must, on request, provide information to a parent about the places still available in all schools within its area, and a suitable form for parents to complete when applying for a place for their child at any school for which they are not the admission authority. Any parent can apply for a place for their child at any time to any school outside the normal admissions round. (2.22) Own admission authority schools must, on receipt of an in-year application, notify the local authority of both the application and its outcome, to allow the local authority to keep up to date figures on the availability of places in the area. The admission authority must also inform parents of their right to appeal against the refusal of a place. • Schools to provide us with regular updates on vacancies. A fortnightly email is being sent prompting the completion of a web form. • Schools to ensure they are operating in line with their own admissions arrangements, or those of Milton Keynes Council for Community and Voluntary Controlled schools.
