MECCS Planning & Initial Implementation • Formed public-private Advisory Committee • Led 3 Agency Task Force on Core Competencies • Developed training recommendations for EC Subcommittee of the Mental Health Commission for Children (MHCC) • Convened the public-private Committee on Early Childhood Mental Health to build on MHCC • Convened the Family Support Subcommittee • Formed Healthy Child Care New England Training Collaborative

MECCS Influence and Leverage • Committee on ECMH • Strategic planning: joint mission, vision, goals • UWMB ($4 million Millennium Fund) • Birth to Five ECMH Training Institute • Systems of Care pilot • ECMH Policy Summit: November 2004 • Family Support Leadership Pilot • UWMB documented early systems change • Healthy Child Care New England Training • Title V Directors collaborative agreement & joint performance measure • Aligned multi-year planning with HSSCO

MECCS Advisory Transitions • Initial public-private structure of advisory and workgroups (2003-2005) • Commissioner led shift to bring work to higher levels of state government decision making: MECCS Interagency Steering Committee • Senior Staff MECCS Executive Committee • Young Children’s Interagency Workgroup • Focus on ECMH & on Strengthening Families

Rosie D Remediation Plan • Medicaid class action lawsuit re: access to community based services for children with serious emotional disturbance • EOHHS created the Children’s Behavioral Health Initiative • State remediation plan highlights: • Early identification and screening in Primary Care • Assessment & Information Technology • Child and Adolescent Needs and Strengths (CANS and CANS 0-4)http://www.buddinpraed.org/ • CANS Training Institute at U Mass • Care Coordination and other services • MECCS Director helped develop CANS 0-4 and will co-facilitate trainings; advisor on screening tool selection

YCIW’s ECBH Strategic Plan • YCIW developed Early Childhood Behavioral Health strategic plan, building on prior MECCS efforts & inventory • In spring 2008, presented the strategic plan to the CBHI Executive Committee • YCIW appointed as CBHI Workgroup • Fall ’08,YCIW selected 3 areas from its strategic plan to move forward on: early ID, resources, workforce
