Edward MechaGEOBID Katowice, Poland • Descriptive part of cadastre - textual data of cadastre; full information about land and buildings; connected with graphical interpretation. • The construction of the programme is fully congruent with the legal system in place, that is it enables close connection to land and mortgage register, the tax system, and statistics. Besides the register of land and buildings, it is possible also to keep a register of apartments being separate real property.

The programme concentrates upon two types of objects: • FIXTURES AND FITTINGS (EQUIPMENT) - point-related object • DUCT SECTION - line-related object. • FIXTURES AND FITTINGS may consist of many elementary objects (manhole, chamber, ordinate/datum, etc.). • A SECTION may be established by one vector or more, the sum of sections gives the DUCT, while the sum of ducts gives the NETWORK. • Modification of databases in the descriptive part of the utilities register takes place at the level of the graphic part, thus securing the coherence of data. Interface programmes enable various analyses and descriptions of indicated points.
Edward MechaGEOBID Katowice, Poland • The Roads module consists mainly of the Specification programme and a set of interfaces which, together with the Basic map enable not only to maintain specifications and inventory of roads, in line with existing regulations, but also to perform various analyses based on a comprehensive set of attributes related to roads. • The road axis is the object in Basic map, to be more exact a section of the road axis with which the attributes written down in the road specification are connected. Updating of data in the specification may take place at the Basic map level, thus providing coherence of data. • The possibility of free development of symbols in Basic map, eg. symbols that stand for road signs, enables to establish the layer of ‘marking’ automatically, thus enabling the use of the module for managing municipal and district/county roads.

Edward MechaGEOBID Katowice, Poland • Building surveying • The Building inspection module is an application which allows to register decisions on terms of building, and building licenses. • The registers of decisions are independent registers, yet it is possible to automatically move the content of fields between registers and the address database. • Each item in the register is connected with a file containing the wording of the decision, written under a specific word processor Each decision may be related to an object in space in the Basic map. • The interface programme displays in the graphic part of Basic map the information from registers and the decision wording, which is of crucial importance for updating the register of buildings.
Edward MechaGEOBID Katowice, Poland • Physical plan • The Physical plan (spatial development plan) module connected with the Basic map programme, and interfaces enabling a complex maintenance of spatial development plans (local and detailed ones). • The task of that module is to provide a plan object related to what has been defined in the plan. • The query interface displays in the Basic map the information about plan decisions for an indicated object. • The programme enables to produce printouts of plan decisions for specific areas, as well as specifications of land by basic and additional functions.
Edward MechaGEOBID Katowice, Poland • Address • The ADDRESS module is a very important one, as this application connects addresses of real estates with point objects in the Basic map. • The programme enables storing full name of the streeet, in congruence with its form in the enactment of the municipal council, in congruence also with the spelling of the Civil code system, as well as a short name. It is assumed that the update of databases will be carried out by a person responsible for attaching numbers to real properties, while it will be used by all modules, not only those functioning in the STRATEG system, but also in the census system or the financial and accounting one.
