What are these proposals? • Measures designed to destroy tax revenues in Colorado • Address Property Tax, Borrowing, & Tax Reflief • Being sold as tax relief in a time when government spending is out of control • Means of taking advantage of the economic catastrophe & playing on fears of irresponsible government after the Wall Steet bailout
Amendment 60Property Tax What they are claiming • Limits Property Tax • Government controls taxation, citizens should decide • No losses to school funding • Current law ignores Tax Payers Bill of Rights
These De-Brucings have allowed municipalities to fund their FIRE DEPARTMENTS Amendment 60Property Tax THE TRUTH • Schools would lose $1 billion in funding • School district tax cut by 50% • State would have to make up difference, but they are already facing massive deficits • Would overturn hundreds of local De-Brucing elections

Amendment 61Borrowing What they are claiming • Bonds, Leases, & Contracts have created a massive debt in our state • Need responsible borrowing • Need to return to 1876 law to ensure we are living within our need • Streamlines the Colorado Constitution
Amendment 61Borrowing THE TRUTH • Eliminate Colorado’s ability to improve infrastructure • Does away with state and local bonding • Creates unreasonable time frame to pay back bonds-eliminating all large scale projects • No longer use tools to “even out” cash flow during slow revenue times-impeding services & the ability to provide payroll • Colorado will not attract investment because of failure to invest in our own state

Proposition 101Tax Relief What they are claiming • Tax relief by making the car registration fee a flat $10 • Removes car rental fee • Reduces income tax to 3.5% • Removes fees on telecommunications
Proposition 101Tax Relief The Truth • Eliminates a major funding source for our roads • Road funding for municipalities slashed as well • CDOT estimates the loss of $277 million annually • Elimination of 25% of states revenue from income taxes

WE CAN’T AFFORD THESE MEASURES Bottom Line • State & local governments will suffer a $4.2 billion dollar deficit • We will be the only state that prohibits bond & public finance • Cuts Colorado school funding slashed in half • Loss of at least 73,000 more jobs- 8,000 being teachers • Collapse of Colorado’s infrastructure & roads
Fire Fighters Beware • Any attack on the local tax structure affects fire fighters. • Municipalities have to shift priorities and because fire department budgets are a major part of any local budget they will be a big target. • Be prepared for attacks on pensions, staffing, wages, & healthcare contributions. • Elimination of bonds will deeply impact the ability to build new stations, remodel old stations, purchase new apparatus, or make much needed improvements to our departments.
