1. Mapping Exercise- Goals- • Identify national web links • Identify main stakeholders involved in researchers mobility such as research organizations, industry, and ministries and administrative institutions. • Identify focal points which directly contribute to the mobility factor of incoming researchers.

Mapping Exercise-Institutions- • 22 universities have research areas in life sciences • 6 universities in health • 6 in energy • 8 universities in the IT sector • 54 total universities as research institutions
Mapping Exercise-Institutions- • 15 public research institutions • 12 in socio-economic sciences • 2 in biotechnology • 5 in materials and production. • Other research institutions in the food sector, in the environment sector, as well as in agriculture and nanotechnologies.

Mapping Exercise-Focal Points- • Governmental bodies. • Ministry of Education and Science. • Department of Science and Technology • Unit for Planning of Science, Unit for Projects, the Unit for Legal Aspects of Science and Technology, the Unit for Technological Development and Technical Culture, and the Unit for International Scientific Cooperation.

Mapping Exercise-Questionnaire- • Completed by 18 of the 74 national institutions it was originally sent to • One foreign researcher answered • Incoming mobility is important for the process of harmonizing with the EU • 11 versus 6 believe there are no jobs available here for foreign researchers. • The most important barriers to incoming mobility are considered to be, in order of importance: salaries, schooling, social security, work permit and recognition of foreign diplomas.

3. Informative Material and Mobility Guide • Contribution to WEB-MOB Leaflets; Distributed at national conferences and seminars, and amongst the national governmental bodies, as well as research institutions • Collection of relevant links, included in the Mobility Guide of the WEB-MOB portal
4. Awareness Campaign • FP6/FP7 info days organized by the Ministry of Education and Sciences and ICEIM-MANU • Presentation of WEB-MOB project as a side event • Invitations for outstanding scientists with Macedonian origin to give a lecture at ICEIM-MANU
5. Mobility Guidelines • Answering the questionnaire prepared by the Coordinator. The following areas addressed: -General and special characteristic of the country -Moving to the new country -Education system -Working conditions -Living conditions -Social issues -Issues regarding the researchers

Conclusions • Consistent brain-drain in the country • Decreasing number or researchers • Legal and financial barriers
Conclusions • Technology not adequately treated (science given priority; missing “translational research”) • Missing expenditure on research in the business sector • An unsatisfactory level of budgetary public funds for financing research activities • Not enough materials, equipment or the necessary infrastructure
Conclusions • Proposed measures: - Setting up of top priorities in S&T - Establishing viable competition - Efficient knowledge and technology transfer
